Benefits to Port St. Lucie: The security camera system at C-24 Canal Park will enhance public safety, protect City assets, and support law enforcement with full coverage and License Plate Readers at entrance. It ensures compliance with City standards while integrating with existing infrastructure.

Staff Recommendation: Move that the Council approve the Florida Inland Navigation District Waterways Assistance Grant Resolution included as part of the Waterways Assistance Program Application Package.

Background: C-24 Canal Park, located at 500 S.E. Oakridge Drive in Port St. Lucie, spans approximately 9 acres, and serves as a key recreational and boating facility. The park features 4 boat ramp lanes providing direct river and ocean access, three pavilions with seating, 74 parking spaces for vehicles with trailers, and 11 spaces for single vehicles. Additional amenities include ADA-compliant restrooms, free Wi-Fi, and designated areas for fishing, boat and canoe launching, and picnicking.
To enhance safety and security, the City plans to utilize the funding assistance through the grant, if successful, to install a surveillance camera system covering all parking areas, entrances, the Port St. Lucie Police Department Marine Unit, boat ramps, and park buildings. The system will include two License Plate Readers at the main entrance to monitor incoming and outgoing vehicles. The installation will adhere to the City’s I.T. Department Cyber Security and Fiber Optic Standards, ensuring secure and reliable connectivity to the existing onsite server cabinet.
Issues/Analysis: The application for funding assistance was prepared by City staff. The deadline to apply for the grant is March 28th, 2025, and the resolution included herein is a required component of the submission to FIND.
Financial Information: The City plans to install a comprehensive security system at C-24 Canal Park, estimated to cost $210,000. Funding has been allocated in the FY24/25 301 General Fund Capital Improvement Program for the project. If awarded, grant funding would provide additional support, with the City requesting $105,000 in funding assistance from FIND.
