Executive Summary (General Business): The Port St. Lucie Police Department (PSLPD) is requesting permission from Council to accept the federally allocated funds from the FY 21 Edward Byrne Memorial Justice Assistance Grant (JAG) Program. The local solicitation in the amount of $18,962 will be for the project titled, “Enhancing Law Enforcement Capabilities.”

Staff Recommendation: Move that the Council approve the acceptance of the JAG Program funds for the lease of eight License Plate Readers and NIMRS training.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the acceptance of JAG Program funds.

2.                     Move that the Council not approve the acceptance of funds and provide staff direction.

 

Background: On June 8, 2021, the City of Port St. Lucie received notification from the Bureau of Justice Assistance (BJA) of the allocation of the FY 2021 Local JAG funds totaling $18,962. The local solicitation is for the project titled, “Enhancing Law Enforcement Capabilities.” These funds will be used to lease eight License Plate Readers (LPRs) and National Incident-Based Reporting System (NIBRS) training. The grant is for FY 21-22 covering the period from October 1, 2021 through September 30, 2022 .

 

Issues/Analysis: PSLPD intends to use the allocated JAG Federal funds in the following manner: $18,393 will be used for the lease of eight (8) License Plate Readers (LPRs) by sworn personnel. Currently, PSLPD has one LPR. The lease of these additional LPRs will allow PSLPD the ability to capture license plate information from residential vehicles within the City of Port St. Lucie to assist in such things as the detection of unregistered vehicles, recovery of stolen vehicles, and help solve a wide variety of criminal cases. The remaining $569 is the required three percent (3%) amount will be set aside to go towards the FBI’s special condition for the National Incident-Based Reporting Systems (NIBRS), to be used by our Records personnel for NIBRS related training.

                     

Financial Information: The JAG grant funds in the amount of $18,962 will be allocated toward the lease of eight LPRs and NIBRS training. There are no matching funds required for this grant.

 

Special Consideration: This grant requires their Application form (SF-424) and Lobby Disclosure form (SF-LLL) be signed by the Mayor for submittal into Grants.gov by the July 26, 2021 deadline.
