Executive Summary (General Business): The City of Port St Lucie is seeking the services of a professional consultant to assist with the development of plans for a new Public Works site. The work shall include conducting spatial analysis, completing a siting study, preparing renderings of the site and building, developing a site plan for the recommended site, and developing a pro vs con analysis for a design/build vs a design/bid/build process for completing the construction of the facility.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (RFP) # 20210018 for Consulting Services for a New Public Works Building and begin negotiations with CPZ Architects, Inc., who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement; the City shall formerly end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and provide staff with direction.

 

Background: The City’s Public Works Department is currently working out of four (4) separate locations, three (3) of which are not hardened facilities. Additionally, one (1) of the facilities has experienced issues with water leaks and subsequent mold damage. It is in the best interest of the City and its residents to provide a safe, comfortable, hardened structure or structures at one location to house the City’s Public Works Staff. It should be noted that all Public Works Staff are classified as essential and are required to assist in preparation, mitigation, and recovery from any planned and unplanned situation that affects the City.

 

Issues/Analysis: An eRFP was advertised on DemandStar on January 23, 2021, with a proposal due date of February 22, 2021. During the advertisement period, 1,707 suppliers were notified, 49 of those downloaded plans and 5 submitted proposals. On March 15th, 2021, PMD held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to have presentations and discussions on March 18th, 2021 with CAPTEC Engineering, Inc., Colliers International and CPZ Architects, Inc.

 

The Evaluation Committee has reviewed and scored all proposals and the rankings are as follows: (1) CPZ Architects, Inc. (2 CAPTEC Engineering, Inc. and (3) Colliers International.

 

The presentations and discussions allowed the committee to gain a better understanding and more insight into the firm’s qualifications and experience. Firms also elaborated on their approach and workplan for completing this project. The committee has selected CPZ Architects, Inc. as the top-ranked firm because of their vast experience and proven track record specializing in similar work.

                     

Financial Information: The funds are appropriated in 304-4105 (Public Works Road & Bridge fund) for site selection and preliminary design of the facility.

Location of Project: The Consultant shall review and study potentially 3-5 sites inclusive of the following sites which are owned by the City: the existing Thornhill Facility Site at 450 SW Thornhill Boulevard, Northport Utility Site at 281 St James Drive, and City Owned Parcel 4310-423-0001-000-0 which is in the northeastern quadrant of the I-95 and Gatlin Blvd.  interchange.
