Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Michelle Fentress, Procurement Agent I, PMD.

2.                     Parties: City of Port St. Lucie and Aquatic Vegetation Control, Inc.

3.                     Purpose: The Public Works Department is tasked with maintaining properties/tracts of City property including City Right of Ways.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term began on October 1, 2020 through September 30, 2023 with two (2) 1-year renewal options.

6.                     Benefits to Port St. Lucie: To mitigate invasive exotic vegetation throughout the City.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated expenditures for Fiscal Year 2020/2021 is $150,000.  Estimated expenditures for Fiscal Year 2021/2022 is $60,000.  Estimated expenditures for Fiscal Year 2022/2023 is $28,440.  Future expenditures will be as appropriated in each years’ budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the South Florida Water Management District Contract #4600004255 for Invasive Plant Control and Vegetation Management Services with Aquatic Vegetation Control, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the South Florida Water Management District Contract #4600004255.

2.                     Move that the Council not approve participating in the South Florida Water Management District Contract #4600004255 and provide staff with direction.

 

Background: Invasive exotics such as Brazilian Pepper Trees indiscriminately dominate the properties/tracts whether owned by the City or within the City rights of way throughout our community due to the clearing of the native vegetation when the City originally was platted.  Without taking corrective action to mitigate, the proliferation of this invasive exotic will continue to adversely affect not only our native Flora but also the quality of life for our citizens.

 

Issues/Analysis: Staff has reviewed the South Florida Water Management District Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.  Aquatic Vegetation Control, Inc. has been a service provider to the City for many years and has proven to be a reliable and responsible vendor.

                     

Financial Information: Funds are appropriated in the Public Works Fund for Stormwater / Greenbelt Operations / Aquatic Spraying / (#401-4127-534113-00000).

Location of Project: Throughout the City of Port St. Lucie.
