Staff Recommendation: Move that the Council approve, per Chapter 35.08(a)(10)(b) (piggyback exception to formal bidding), to participate in the City of Hollywood’s Contract resulting from IFB-243-25-JJ (“City of Hollywood Contract”), for the Supply of Liquid Chlorine in one-ton cylinders with Brenntag Mid-South, Inc.
Alternate Recommendations:
1. Move that the Council approve participating in the City of Hollywood Contract.
2. Move that the Council not approve participating in the City of Hollywood Contract and provide staff with direction.
Background: Liquid Chlorine is a compound used at the City’s Water and Wastewater Treatment Facilities as a disinfectant for treated water. As per State regulations, maintaining a chlorine residual in water is mandatory for public health and safety. The USD uses approximately four hundred and seventy-five (475) tons per year.
The City of Hollywood Contract was competitively bid and meets the requirements of the City’s procurement ordinance. The price for liquid chlorine and steel cylinders (both affect this commodity) has risen over the past years exponentially. We are now seeing prices declining for liquid chlorine. The City of Hollywood’s pricing is a reduction in the current pricing the City is now paying and it is the best interest of the City to utilize the City of Hollywood Contract.
Issues/Analysis: Staff has reviewed the City of Hollywood Contract and finds that it meets the needs of the City and meets to requirements of the City’s Procurement Ordinance.
Financial Information: Funds are appropriated in the Utility Inventory Fund for various chemicals (431-0000-141005 and #431-0000-141006).
Special Consideration: Brenntag Mid-South, Inc. has provided various chemicals to the City since 2006 with exceptional service and products.
Location of Project: USD Water & Wastewater Treatment Facilities
