Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie City of Port St. Lucie and St. Lucie County School Board

3.                     Purpose: To supplement the terms of the existing Interlocal Agreement between the City and the School Board for the use of school sites for summer camps.

4.                     New/Renewal/Modified: Modified

5.                     Duration: The supplement is effective between June 8, 2026, to July 31, 2026.

6.                     Benefits to Port St. Lucie: The Supplement provides additional locations, specifically County school sites, for the City to provide summer camp program.

7.                     Cost to Port St. Lucie (Annual and Potential): The St. Lucie County School Board is providing four school facilities for the City’s summer camp program.  The School Board will provide custodial services throughout the summer for the reimbursable costs of custodial supplies.  $200 for each site for the summer, for a total cost to the City of Port St. Lucie of $800.

 

Presentation Information: Parks and Recreation Staff will be available to answer any questions.

 

Staff Recommendation: Move that the Council approve the Supplement to the Interlocal Agreement for Mutual Use of Facilities.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and amend the recommendation and approve the Supplement to Interlocal Agreement for Mutual Use of Facilities with revisions.

2.                     Move that the Council reject the supplement to the agreement and provide staff with direction.

 

Background: In an effort to expand the City’s summer camp program again for 2026, Parks & Recreation leadership met with the St. Lucie County School District (SLCSD) representatives to inquire about the potential use of school sites as additional summer camp locations, to expand capacity. As the school sites were not included in the original Interlocal Agreement, parties agreed to supplement the terms of the Interlocal Agreement for Mutual Use of Facilities. 

 

Issues/Analysis: The addition of the four school sites will allow the Parks & Recreation Department to provide additional children within the 2026 summer camp program.

                     

Financial Information: The $800 for custodial goods was built into projected expenses, which would recognize 100% cost recovery if all vacancies are filled.

 

Special Consideration: N/A

 

Location of Project: North Port K-8, Manatee K-8, Oak Hammock K-8, and Southern Oaks Middle School.
