3.                     Purpose: The St. Lucie West Services District is working to eliminate the backlog of yard waste collection in the St. Lucie West HOA communities to restore and maintain collection of such material to acceptable levels.

6.                     Benefits to Port St. Lucie: Yard waste previously uncollected by Waste Pro in St. Lucie West HOAs will be collected by St. Lucie West Services District upon Waste Pro’s ability/inability to perform.

7.                     Cost to Port St. Lucie (Annual and Potential): Up to $150,000 and only as necessary.

Staff Recommendation: Move that the Council increase current purchase order #20220450 to $150,000 to cover any direct expenditures of yard waste (not being provided by Waste Pro) until the end of the fiscal year. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and increase current purchase order #20220450 to $150,000 to cover any direct expenditures of yard waste (not being provided by Waste Pro) until the end of the fiscal year.

2.                     Move that the Council not approve the recommendation to increase the current purchase order and provide staff direction.

 

Background: The City Manager authorized St. Lucie West Services District to collect the accruing yard waste in St. Lucie West HOA communities via a purchase order. From February 28, 2022 to present day the District conducted six collection sweeps of the HOA communities to remove the service backlog and restore collection to acceptable service levels. To avoid the original purchase order limit of $74,999 being exceeded, staff has recommended the purchase order limit be increased to $150,000. The proposed purchase order increase is projected to cover the estimated cost for continued yard waste collection in the St. Lucie West HOA area.

 

Issues/Analysis: St. Lucie West Services District currently expended around $62,000 for supplemental yard waste and bulk waste collection under the current purchase order. As a result, the previous purchase order limit must be increased.

                     

Financial Information: Purchase order #20220450 will continue to be paid through NSD Solid Waste Fund 6203410.

 

Special Consideration: The collection of yard waste is a City-wide issue, and the St. Lucie West Services District remains the City’s least expensive option to assist with collection.
