Areawide Speed Limit Reduction Study Decision Packet

Executive Summary (General Business): Per City Council directive, Staff has compiled a decision packet for Council to review and provide direction upon in the implementation of the Areawide Speed Limit Reduction Plan. Decision topics include, but are not limited to, the following: 1) Acceptance of the Revised Areawide Speed Limit Reduction Plan, 2) Selection of a post typical for installation, 3) Optional Phasing Program, 4) Public Outreach Program, and 5) Optional study on target collector roadways for speed reduction and/or traffic calming.
Presentation Information: Staff shall provide a brief presentation.
Staff Recommendation: Planning Staff Recommends the following: Decision #1 & #2: Select the 2” square post and utilize the $300k funding earmarked within the summer retreat and implement in one (1) phase; and Decision #3: Request Council feedback and proceed with implementation of the Public Outreach Campaign; and Decision #4: Provide Staff direction to pursue the Collector Roadway Traffic Management Plan in FY 21/22.
Background: October 2020, the City Council unanimously approved the adoption of the Multimodal Plan. The Multimodal Plan was the catalyst of growing concerns over a lack of mobility choices within the City of Post St. Lucie, as indicated in the National Community Survey. One of the many recommendations provided in the Multimodal Plan was the incorporation of an areawide speed limit reduction study within applicable neighborhoods.
The study is necessitated per Section 316.189, F.S. which stipulates: Within residential districts, a municipality may set a maximum speed limit of 20 or 25 MPH on local streets after an investigation determines that such a limit is reasonable. Municipalities may set speed zones altering such speeds, both as to maximum and minimum, after investigation determines such a change is reasonable and in conformity to criteria promulgated by the Florida Department of Transportation (FDOT) consistent with Section 316.189, F.S.
The study was completed and presented to City Council on June 21, 2021. Upon the request of the City Manager, by City Council directive, Planning sought additional analysis of three (3) neighborhoods which had previously not met the speed limit reduction criteria. The revised report is attached for your consideration.
