Executive Summary (General Business): Staff will provide a progress report on the City’s Strategic Plan as part of its quarterly PSL STAT review across key focus areas. Additionally, staff will review the proposed format and request finalization of the Annual Community Survey.
Presentation Information: A 25-minute presentation will be provided by Deputy City Manager for Strategic Initiatives & Innovation Kate Parmelee and Strategic Plan Project Managers
Staff Recommendation: Move that the Council accept the Strategic Plan Progress Report and finalize the Annual National Community SurveyTM.

1. Move that the Council amend the recommendation and accept the Strategic Plan Progress Report and finalize the Annual National Community SurveyTM.
2. Move that the Council provide staff direction
Background: The Mayor and City Council have long utilized the strategic planning process to determine the priorities of the City and adopted the updated Strategic Plan in July 2025. Staff will provide Council with an update on Strategic Plan progress s of the end of the fourth quarter of FY 24/25. Aligned with the City’s vision to put residents first, the proposed Annual National Community SurveyTM will be reviewed and finalized, as the first step in the annual strategic plan process: obtaining input from residents.
Issues/Analysis: The Strategic Plan is a 'living' document and updates will be required regularly to meet the challenges and priorities of the City. The Port St. Lucie Community Survey provides timely information important to the annual update of the City's Strategic Plan and department strategic and operational plans. Additional project updates are provided for the Council's reference via The Pulse monthly publication.
Financial Information: Priorities included in the Strategic Plan are prioritized in the City's annual budget. In addition, funding has been included in the budget to support the annual survey and outreach activities.
