Executive Summary (General Business): The City has received an application from Mattamy Palm Beach, LLC, developer, for the 7th Amendment to the Tradition DRI Development Order.  The proposal will amend the development order entitlements, amend certain conditions of approval, and update project phasing, buildout, and expiration dates.  The Tradition DRI is approved for a total of 6,161 residential units categorized as: 4,990 single family units and 1,171 multi-family units.  The total number of single-family units constructed or approved is 4,726 units and 264 single-family units are available for future development.  This application will move or reclassify the 264 units from single-family to multi-family with no net increase in residential units.  This total number of multi-family units will increase to 1,435 multi-family units and the total number of single-family units will decrease to 4,726 single-family units for a total of 6,161 residential units.  This application will not result in an increase in residential development in the Tradition DRI.   

 

The proposal also increases commercial space by 79,205 sq ft for a total of 1 million sq ft of commercial space and a decrease in office space for a total of 353,348 sq ft.  In addition, warehouse space is increased by 90,000 sq ft to reflect previous conversion of office space to warehouse space.  No new warehouse space is proposed for the Tradition DRI.  Assisted living units will increase from 300 units to 410 units. 

 

This application also includes staff negotiated changes to utility requirements to provide for the use of reclaimed water, a reclaimed water agreement, a date certain for the conveyance of a required 10-acre utility site free and clear of all liens and material encumbrances prior to September 30, 2026, and changes to transportation requirements.  The changes to transportation requirements provide for improvements to the Tradition Community Boulevard roundabout, improvements to the Crosstown Parkway and SW Fairgreen Road intersection, and requirements for construction of Fernlake Drive to SW Westcliffe Lane and SW Westcliffe Lane to Sundance Vista Boulevard (N/S “A”).

Staff Recommendation: Move that the Council adopt the amendment as recommended by the Planning and Zoning Board.  

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the amendment.

2.                     Move that the Council not approve the amendment and provide staff direction. 

 

Background: The Planning and Zoning Board recommended approval of the proposed amendment at the April 1, 2025, Planning and Zoning Board meeting. 

 

Issues/Analysis: An updated traffic study was prepared by MacKenzie Engineering and Planning, reviewed by the City’s 3rd Party Traffic Consultant, Kittelson and Associates, and approved by the Public Works Department.  The review by Kittelson and Associates found that the proposed development program is consistent with the traffic analysis prepared by MacKenzie Engineering and Planning, showing that the proposed changes to the DRI development totals does not result in an increase in trips compared to the current DRI totals.  The findings show that the proposed changes in entitlements results in a slight decrease in daily, AM peak-hour, and PM peak-hour trips.

Special Consideration: This application went before the City Council on April 28, 2025.  Council action at the public hearing was to table the project to the June 23, 2025, meeting.  Prior to the June 23, 2025, City Council meeting, the applicant submitted a request to table the project to a date uncertain.  The proposal that went before Council on April 28, 2025, would have added an additional 397 multi-family units to the Tradition DRI with no decrease in single-family units.  Public Comment from April 28, 2025, public hearing is included in the submittal packet 

 

Location of Project: The subject property is generally located west of Interstate 95, south of Crosstown Parkway, east of North/South A, and on the north and south sides of Tradition Parkway.
