2. Parties: City of Port St. Lucie and CK Contractors and Development.
3. Purpose: The initial phases of the Northport Utility Site improvements include site clearing, demolition, and construction of a new master stormwater system. These improvements will prepare the site for future civil and vertical development.
4. New/Renewal/Modified: New.
5. Duration: Term of Contract is two hundred ten (210) days upon execution.
6. Benefits to Port St. Lucie: The Northport Utility Site improvements will enable the Utility Systems Department to accommodate future water and wastewater operational needs by providing dedicated space for essential facilities such as a new warehouse, and other support infrastructure. These enhancements support long-term planning efforts and contribute to a coordinated, multifunctional utility campus that aligns with the evolving needs of the Utility Systems Department.
7. Cost to Port St. Lucie (Annual and Potential): A one-time expense in the amount of $1,598,440.00.

Staff Recommendation: Move that the Council award Contract #20260256 for Northport Utility Site Improvements to CK Contractors and Development.

2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The Northport Utility Site was identified in the 2023 Utility Campus Site Master Plan Report as a strategic location for expanding utility operations and storage capacity. Development of the site is planned as a phased effort that will be refined over time to align with the evolving needs of the Utility Systems Department and shared multi department use. This approach supports the creation of a coordinated, multifunctional campus designed to enhance long-term operational efficiency.
An E-Bid was issued on June 30, 2026, to 1,628 potential applicants. There were 56 project followers and 6 proposals were received on August 4, 2026.
Issues/Analysis: Staff has reviewed the proposals and recommends entering into a contract with CK Contractors and Development.
Financial Information: Funds are appropriated in the CIP -New Warehouse - Northport Fund - Construction - (#448-3345-563000-00000).
