3. Purpose: To provide funds for the construction of improvements to Prima Vista Blvd. as part of the Floresta Drive Phase 3 project.

6. Benefits to Port St. Lucie: Improved traffic safety and congestion management to a portion of the Prima Vista Corridor

Staff Recommendation: Move that the Council approve the Resolution authorizing the City to enter into the Interlocal Agreement.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Interlocal Agreement.
2. Move that the Council not approve the Interlocal Agreement and provide direction to staff.
Background: St. Lucie County and the City originally entered into an agreement to fund the design of the improvements to Prima Vista Blvd. as part of the Floresta Drive project. Following the completion of design, the Floresta Drive Phase 3 project was advertised for bids with both a Contractor and CEI selected for construction. As part of the project, the previously designed portion of County roadway was included in the solicitation and the County agreed to fund the construction of the Prima Vista Improvements.
Issues/Analysis: The partnership between the City and County is mutually beneficial by allowing a single contractor to construct the improvements and allow the harmonization with the adjacent project.
Financial Information: The County agrees to reimburse the City for all costs of the construction of the proposed county improvements included in the CEI Contract and Construction Contract, including but not limited to construction engineering & inspection and geotechnical engineering services and all associated costs.

Location of Project: Floresta Drive Phase 3, specifically within the right-of-way of Prima Vista Blvd.
