2. Parties: City of Port St. Lucie and Felix Associates of Florida, Inc.
3. Purpose: This is the final Amendment for Floresta Phase 1 that represents additional work and new work requested to complete the project along with final adjustments to bid quantities.
4. New/Renewal/Modified: Modified.
5. Duration: Construction for Floresta Drive Phase 1 started in September 2020. Additional days were added to the contract due to weather, holidays, additional work requests, new work requests and material delays outside of the contractor’s control. On Amendment #6, a total of 331 days were added to complete the project for the final completion date of January 31, 2023.
6. Benefits to Port St. Lucie: To facilitate the completion of the project without impeding ongoing construction activities.
7. Cost to Port St. Lucie (Annual and Potential): An additional $363,877.27 to be added to the contract resulting in the final Contract amount of $12,387,450.30.

Staff Recommendation: Move that the Council approve Amendment #6 to Contract #20200054 for the Floresta Drive Improvement Project Phase 1 with Felix Associates of Florida, Inc.

2. Move that the Council not approve Amendment #6 to Contract #20200054 and provide staff with direction.
Background: The Floresta Drive Improvement Project has long been a priority project for the City Council and the City of Port St. Lucie. The project was originally conceived as a 4-lane section. The project was modified based on resident input to include a 2-lane complete street roadway that would support projected traffic volumes and encourage safe and efficient traffic flow. In 2018, voters of St. Lucie County and the City of Port St. Lucie approved a one-half cent sales tax voter referendum to help move the project forward. Construction for Phase 1 of the project started in 2020 and was completed in 2023.
The Floresta Drive Improvement Project is four miles of roadway that was split into three sections for funding purposes. The Floresta Drive Phase 1 Project included landscaping, pedestrian and street lighting, sidewalks and dedicated bicycle lanes. The project included an expanded intersection at Port St. Lucie Boulevard, a new roundabout on Floresta Drive at Thanksgiving Avenue as well as median openings at Portage Avenue, Essex Drive and Ablett Lane. The project also included stormwater treatment ponds at Essex Drive with sidewalk and work out equipment and Port St. Lucie Boulevard with a decorative fountain feature.
Amendment #6 includes the following:
a) COR #016 for an emergency gate valve repair. See COR# 016.
b) COR #025 is being added to include added 13x17 CAP materials.
c) COR #026 to include new pay items for fiber optic work.
d) COR #031 to install additional landscaping at pond 1.
e) COR #032 to add landscaping to the Chapman lift station.
f) COR #033 to change conductor wire from Portage to Essex.
g) COR #034 to add decorative stop signs and toppers.
h) COR #035 to furnish additional decorative light poles.
i) COR #037 to replace shrubbery at funeral home.
j) COR #038 for irrigation scope changes at pond 1.
k) COR #039 to reconfigure fiber optic lines, remove and replace conductor wire, and relocate conduit and pull box.
l) COR #040 to remove and replace median soils. An additional 25 days to be added for this work.
m) COR #041 to install spread footer for light pole 105.
n) COR # 042 Additional watering to irrigation performed manually. An additional 20 days to be added for this work.
o) COR #043 to compensate contractor for various time and material activities from 4/22/21 to 5/26/22. An additional 14 days to be added for this work.
p) COR #044 to modify drainage system throughout the project from 8/25/21 to 6/10/22. An additional 25 days to be added for this work.
q) COR #046 to furnish light poles.
r) COR #047 to relocate roundabout lighting. An additional 1 day to be added for this work.
s) COR # 048 Additional MOT for delays from pole removals by others. An additional 41 days to be added for this work.
t) COR # 050R1 for bituminous adjustments.
u) COR #051 for irrigation pump service wiring and additional watering. An additional 14 days to be added for this work.
v) Final contract pay item true up for overrun and underrun analysis of original contract pay items.
w) Final Amendment No.’s 1-5 overrun and underrun analysis.
Issues/Analysis: Staff has reviewed the proposed changes described herein and finds them to be fair and reasonable.
Financial Information: Funds are appropriated in the Half Cent Sales Tax Fund / Road & Bridge / Improvements O/T Building (#310-4105-563000-00000).
