3. Purpose: Procurement of a contract for ongoing pressure cleaning services, including monthly, quarterly, and semi-annual services for the City Hall Complex.

5. Duration: Two (2) years, with three (3) one (1)-year renewal options.
6. Benefits to Port St. Lucie: Maintain the integrity of City Buildings and Complex, ensuring a clean, safe, and inviting atmosphere for employees and residents within the complex.

Staff Recommendation: Move that the Council award contract #20250126 to Compass of Miami Services Inc., for Pressure Cleaning Services for the City Complex.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended bid.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The City Hall Complex has experienced a prolonged absence of regularly scheduled pressure cleaning services. This lack of maintenance has resulted in visible deterioration of the facility's appearance, including the accumulation of cobwebs in various areas and a significant buildup of grime and dirt on building exteriors, sidewalks, and other common spaces. These conditions not only detract from the visual appeal of the complex but also impact the overall perception of cleanliness and upkeep by both visitors and staff.
Awarding this contract will address these long-standing maintenance gaps by restoring a clean, professional, and welcoming environment that reflects the City’s standards. Regular pressure cleaning will enhance the longevity of surfaces, reduce potential safety hazards from slippery walkways, and contribute to a more pleasant experience for all who use the facilities.
An Ebid was issued on May 1, 2025, to 886 potential suppliers. There were 43 suppliers that downloaded the bid with 8 proposals being received.
Issues/Analysis: Staff has reviewed the proposal and finds that Compass of Miami Services Inc., provides the best value to the City.
