2. Parties: City of Port St. Lucie & Schindler Elevator Corporation.
3. Purpose: The Utility Systems Department (USD) is seeking approval of a sole source contract for elevator modernization at the Prineville Water Treatment Facility (WTF) with Schindler Elevator Corporation.
4. New/Renewal/Modified: New.
5. Duration: One (1) year upon execution of the contract with no option to renew.
6. Benefits to Port St. Lucie: The upgrades to the elevator will increase reliability and safety while ensuring compliance with current building and accessibility standards. This investment will provide long-term operational value and reduce the risk of service disruptions for USD.
7. Cost to Port St. Lucie (Annual and Potential): The City anticipates an estimated expenditure of $162,995.00.

Staff Recommendation: Move that the Council waive formal bidding, per City Code of Ordinances, Section 35.08(a)(25)(a)(1) (sole source where the compatibility of equipment, accessories or replacement parts is the paramount consideration), as there is no commercially available substitutes for these components and/or replacement parts, which can only be purchased from the manufacturer or distributor, and approve Contract #20260040 for Elevator Modernization at the Prineville WTF with Schindler Elevator Corporation.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Sole Source Contract #20260040 with Schindler Elevator Corporation.
2. Move that the Council not approve Sole Source Contract #20260040 with Schindler Elevator Corporation and provide staff with direction.
Background: The existing elevator was installed in 1998 and is due for major upgrades and modernization. It serves a critical function within the facility, providing daily access between the first and second floors for employees and visitors. Due to its age, upgrades are necessary to maintain reliability, safety, and compliance with current standards.
Issues/Analysis: Upgrades to the existing elevator represents the best value to the City by addressing the risks associated with aging and obsolete equipment while avoiding the higher costs and construction impacts of full replacement. The proposed upgrades will improve performance, extend service life, and ensure compliance with current standards, making it a cost-effective long-term solution.
Financial Information: Funds are appropriated in Water & Sewer Renewal & Replacement / Water Plant Operations / Buildings (Account #438-3310-562000).
