Executive Summary (General Business): This request authorizes staff to prepare the preliminary assessment roll and notices to owner in compliance with Florida Statute 197.3632.

 

Presentation Information: Staff may provide presentation.

 

Staff Recommendation: Move that the Council approve the resolution.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the resolution.

2.                     Move that the Council not approve the resolution and provide staff direction.

 

Background: This Resolution constitutes the Preliminary Rate Resolution as defined in Chapter 161, Section 161 .05(H) (2). of the Port St. Lucie Code of Ordinance, which initiates the annual process for updating the Assessment Roll and directs the imposition of Residential Street Lighting Assessments for the fiscal year beginning October 1, 2023.

 

Issues/Analysis: The City Manager or his designee is hereby directed to prepare an updated Streetlight Assessment Roll for the fiscal year beginning October 1, 2023 in the manner provided in Chapter 161 of the Port St. Lucie Code of Ordinance.

                     

Financial Information: For the fiscal year beginning October 1, 2023, for which Residential Street Lighting Assessments for residential street lighting services are to be re-imposed, the Residential Street Lighting Cost shall be allocated among all parcels of assessed property, based upon the number of platted residential lots on each parcel.  The City recommends a rate of assessment equal to $26.00 (no increase or decrease from last year) for each platted residential lot for street lighting service for fiscal year 2023-2024. The estimated total revenue the City will collect from the Residential Street Lighting Assessment is $492,137.62.

 

Special Consideration: Approval of this Rate Resolution is necessary to move forward with the preparation of the tax roll and comply with the statutory timeline.
