2. Parties: City of Port St. Lucie Hyundai Construction Equipment Americas, Inc. now known as HD Hyundai Construction Equipment North America, Inc.
3. Purpose: Request approval to purchase a new Hyundai HD130 LGP Bulldozer to replace an aging 2013 bulldozer that has experienced multiple major repairs and is becoming increasingly unreliable.
4. New/Renewal/Modified: New.
5. Duration: The initial term of the contract is upon execution through April 14, 2027 with a one (1)-year renewal option remaining, upon the request of Sourcewell and written agreement by Contractor.
6. Benefits to Port St. Lucie: The purchase of a new bulldozer will provide the Public Works Department with a reliable and essential piece of equipment needed to support regular operations.
7. Cost to Port St. Lucie (Annual and Potential): Total cost of $220,500.00.

Staff Recommendation: Move that the Council approve per Code Section 35.08(a)(9)(a) (cooperative exception to formal bidding), to participate in Sourcewell’s contract #011723-HCE, for Heavy Construction Equipment under City Of Port St. Lucie Contract #20260141.

1. Move that the Council amend the recommendation and approve participating in Sourcewell’s Contract #011723-HCE, for Heavy Construction Equipment under City of Port St. Lucie Contract #20260141.
2. Move that the Council not approve participating in Sourcewell’s Contract #011723-HCE, for Heavy Construction Equipment under City of Port St. Lucie Contract #20260141 and provide staff with direction.
Background: The Public Works Department relies on its bulldozers for daily operations. One bulldozer is used daily to produce fill material in-house. This reduces dependence on outside vendors and saves the City and money. A second bulldozer supports drainage projects and was recently used for several canal reconstruction projects. The 2013 bulldozer has required several major repairs, including a recent breakdown involving the track assembly. It is no longer covered under the Vector Fleet Services agreement, so the Department is responsible for all repair costs. Replacing the oldest equipment will help ensure Public Works can continue operations even when a machine needs maintenance or experiences an unexpected breakdown.
Issues/Analysis: Hyundai Construction Equipment Americas, Inc., now known as HD Hyundai Construction Equipment North America, Inc., is an approved vendor through Sourcewell’s contract for heavy construction equipment. The City of Port St. Lucie utilizes cooperative and piggyback purchasing to take advantage of established competitively bid contracts for goods and services, streamlining the procurement process. Staff has reviewed the contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
