2. Parties: City of Port St. Lucie and Brenntag Mid-South, Inc. (“Vendor”).
3. Purpose: The City’s water treatment facilities use a fifty percent (50%) solution of Sodium Hydroxide (liquid caustic soda) for pH adjustment in the odor control scrubbers. The City’s wastewater treatment facilities use a twenty-five percent (25%) solution of liquid caustic soda. The City uses caustic soda to maintain regulatory compliance with Florida Department of Environmental Protection (“FDEP”) Standards at the City’s Treatment Facilities.

5. Duration: The term of this Contract is September 12, 2023, through September 11, 2026 with two (2) 1-year renewal options, not to exceed five (5) years.
6. Benefits to Port St. Lucie: This chemical is delivered via tanker to the water and wastewater treatment facilities. This Vendor provides a stable service of delivery and consistent product. Liquid caustic soda is used post-treatment to maintain balanced pH levels in the City’s drinking water.
7. Cost to Port St. Lucie (Annual and Potential): The estimated annual expenditure is $1,222,640.00 for the water treatment facilities and $35,129.00 for the wastewater treatment facilities. Future expenditures will be appropriated in future budget years.

Staff Recommendation: Move that the Council approve participating in the Martin County Contract # 2023-3527, per Chapter 35.08 (9)(b) with Brenntag-Mid-South Inc. for Chemicals for Water and Wastewater Treatment.

1. Move that the Council amend the recommendation and approve participating in Martin County’s Contract # 2023-3527 for Chemicals for Water and Wastewater Treatment with Brenntag-Mid-South, Inc.
2. Move that the Council not approve participating in Martin County’s Contract # 2023-3527 and provide staff with direction.
Background: The City’s water treatment facilities use a fifty percent (50%) solution of Sodium Hydroxide (liquid caustic soda) for pH adjustment in the odor control scrubbers that remove hydrogen sulfide from the water. This chemical is also used to adjust the pH of the final product water to ensure that it is non-corrosive when it is released into the distribution system. The City uses approximately 208,983 gallons of sodium hydroxide per year in the water treatment process and approximately 18,500 gallons in the wastewater treatment process.
Issues/Analysis: The Martin County BOCC has an existing contract which was competitively bid and does not expire until September 12, 2026. Brenntag Mid-South is offering to honor the prices on Martin County’s Contract for the City. Utilizing this Contract would allow the City to capitalize on volume pricing. Staff has reviewed Martin County's Contract #2023-3527 for Chemicals for Water and Wastewater Treatment and finds it meets the City’s requirements and the City Procurement Ordinances. The City has used this Vendor since 2006 for various chemicals and they provide exceptional service and products.
Financial Information: Funds are appropriated in the Utilities Inventory fund for both water and wastewater.
