2. Parties: City of Port St. Lucie Utility Systems and Globaltech, Inc.
3. Purpose: To install a Liquid Solution Feed Carbon Dioxide System at the James E. Anderson Water Treatment Plant. This system will assist in providing higher finished water alkalinity and will help maintain a stable pH level in water.
4. New/Renewal/Modified: New.
5. Duration: 430 calendar days with no options to renew.
6. Benefits to Port St. Lucie: The Carbon Dioxide System will uphold the suitability of drinking water quality.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense in the amount of $1,867,000.00.

Staff Recommendation: Move that the Council award Contract #20250009 and enter into a unit price contract with Globaltech, Inc. for the installation of a Liquid Solution Feed Carbon Dioxide System at the James E. Anderson Plant.
Alternate Recommendations:
1. Move that the Council amend and approve the recommended bid.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: James E. Anderson Water Treatment Plant uses a Reverse Osmosis (RO) treatment process to filter hardness, salinity, and remove other impurities from brackish well water. The addition of the proposed Carbon Dioxide System will aid in reintroducing the natural alkalinity in the well water that was removed from treatment process.
An E-bid was issued on October 24, 2024, to 642 potential suppliers. There were 21 followers with 3 bids received on December 16, 2024. All were deemed responsive.
Issues/Analysis: Staff has reviewed the proposals and finds the proposal from Globaltech, Inc. fair and reasonable.
Financial Information: Funds are appropriated in the Utility Systems Renewal and Replacement Fund (438-3312-56300).
