3. Purpose: To provide construction services for the Wilderness Trail Project, which includes a multi-use trail and associated park improvements within the Wilderness Park.

5. Duration: 240 calendar days upon Notice to Proceed.
6. Benefits to Port St. Lucie: This Contract is for the development of the Wilderness Trail that directly supports the City’s Strategic Plan - Goal 6: Culture, Nature, and Fun Activities by expanding access to high-quality recreational amenities within Wilderness Park.
7. Cost to Port St. Lucie (Annual and Potential): $1,979,359.30 plus a City-owned Contingency of $98,967.97 for a total of $2,078,327.27.

Staff Recommendation: Move that the Council award Contract #20250198 and enter into a unit price contract with Loren Jock Trucking, Inc. for the Wilderness Trail Construction Project.

2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The Wilderness Trail Construction Project was developed to enhance recreation and connectivity within The Port District. The project includes construction of a 2.1-mile, 10-foot-wide concrete multi-use trail, along with drainage improvements, utilities, landscaping, and installation of park amenities such as benches, signage, and a pavilion with restrooms. The project was designed by CAPTC Engineering, Inc. to align with the City’s conceptual plans and provide safe, accessible, and high-quality outdoor spaces for residents.
An E-Bid was issued on August 28, 2025 to 1,003 potential suppliers. There were 63 plan holders with 7 proposals being received on September 30, 2025, one of which was deemed non-responsive.
Issues/Analysis: Staff has reviewed the proposals and finds Loren Jock Trucking, Inc. provides a fair and reasonable price to complete the Wilderness Trail Construction Project.
Financial Information: Funds are appropriated in the CIP Fund / Parks & Recreation / Improvements O/T Building (301-7210-563000-22PR008P) Phase 1 - 301 CIP.
Special Consideration: The project is supported by a $500,000 Recreational Trails Program (RTP) grant, which offsets project costs and demonstrates external investment in expanding the City’s trail network. The Contract contains a requirement that the contractor complete the Grant work by August 1, 2026, in order for the City to file the required reports and receive all funding under the Grant.
