Executive Summary (General Business): The U.S. Department of Justice (DOJ) Office of Community Oriented Policing Services (COPS) released its Notice of Funding Opportunity (NOFO) for the FY25 Community Policing Development (CPD) Microgrants Program on May 14, 2025, and closed on June 30, 2025. PSLPD submitted its application on July 26, 2025, requesting $75,582 to develop and implement a real-time tracking and accountability system in support of Stratified Policing, a proven, evidence-based crime reduction and community engagement business model.

Staff Recommendation: Move that the Council accept the grant award and authorize the Mayor and Chief of Police to execute the grant agreement, and any future amendments to the same, on behalf of the City.

1. Move that the Council amend the recommendation and approve the grant agreement.
2. Move that the Council not approve and provide staff with direction.
Background: The FY25 Community Policing Development (CPD) Microgrants program provides funding to local, state, tribal, and territorial law enforcement agencies to implement novel or innovative projects that work to solve problems in the agency or community, to advance crime fighting, community engagement, problem solving, or organizational changes in support of community policing.
