2. Parties: City of Port St. Lucie and Centroid Diversified, LLC.
3. Purpose: The Utility Systems Department (“USD”) is seeking to engage a secure, reliable, compliant, and cost-effective vendor to provide Northport In-Line Booster Pump Station Improvements to the City.
4. New/Renewal/Modified: New.
5. Duration: Three hundred sixty-five (365) calendar days to achieve Substantial Completion, followed by an additional thirty (30) calendar days to achieve Final Completion.
6. Benefits to Port St. Lucie: The USD provides wastewater collection and transmission services through a system of lift stations and pressurized force mains conveying flow to the Westport or Glades Wastewater Treatment Facility (“WWTF”). Within this system, the Northport Booster Pump Station transfers flow from lift stations to the Glades WWTF. This project includes the installation of a new 24-inch force main manifold and installation of flow meters and pigging stations to enhance system monitoring and maintenance capabilities.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense in the amount of $1,145,500.00.

Staff Recommendation: Move that the Council award Contract #20260198 for Northport In-Line Booster Pump Station Improvements with Centroid Diversified, LLC.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the recommended bid.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: The Northport Booster Pump Station conveys wastewater from lift stations to the Glades WWTF. To support city growth and increased flows, the USD has identified system capacity improvements, including installation of a second parallel force main between the Northport Booster Station and the Glades WWTF. These enhancements will expand maintenance and monitoring capabilities and accommodate future station expansion as flows continue to rise.
An Invitation for Bids (IFB) was issued on May 20, 2026, to 2,084 potential suppliers. There were 49 followers of the solicitation with 7 bids received on June 24, 2026.
Issues/Analysis: Based on the evaluation of qualified vendors, the USD recommends awarding the contract to Centroid Diversified, LLC. This represents the best value for the City.
Financial Information: Funds are appropriated in the Utility CIP Fund / Wastewater Preventive Maintenance / Improvements O/T Building (#448-3516-563000-00000).
