Benefits to Port St. Lucie: To consolidate the City’s Public Works operations into a hurricane rated facility to optimize the Public Works Department’s ability to provide the City and its residents with the appropriate services including those required following a natural disaster and/or weather event.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $924,000.00 for the planning, design, bidding, and permitting phase services. Potential cost to Port St. Lucie is estimated to be $15,996,345.00 for design and construction.

Staff Recommendation: Move that the Council award Contract #20230032 and enter into a Contract with Kaufman Lynn Construction, Inc. for Design-Build Services.

Background: The Public Works Department acts in the capacity of “first responder” for the City of Port St. Lucie. The Department is currently housed in three separate physical locations, which adversely affects the Department’s ability to provide the City with appropriate services following a natural disaster and/or weather event, such as a hurricane. At this time, two of the three independent structures are not “hurricane proof” and none of them can house the entire Public Works Department as a whole. This new building will consolidate the City’s Public Works operations into a hurricane rated facility to optimize the Public Works Department’s ability to provide the City and its residents with the appropriate services, including those required following a natural disaster and/or weather event.
Issues/Analysis: A two-step qualifications-based process was used for the selection of the Design-Build Contractor in accordance with Florida Statutes applicable to the procurement of design-build contracts. Step One was utilized to prequalify potential proposers. Step Two was conducted to provide the Design Criteria Package to the proposers shortlisted in Step One and select a design-build firm for the project.
The Step One Request for Proposals (RFP) was issued on March 14, 2023, to 1,197 potential suppliers. There were five proposals received on April 19, 2023. PMD held an evaluation meeting on May 18, 2023, to review and discuss the proposals and individual scores. The final Step One scores were announced as follows:
#1 Ranked Firm: Charles Perry Partners, Inc. - 263 Total Points.
#2 Ranked Firm: Kaufman Lynn Construction, Inc. - 260 Total Points.
#3 Ranked Firm: Paul Jacquin & Sons, Inc. - 258 Total Points.
#4 Ranked Firm: DiPompeo Construction Corporation - 243 Total Points.
#5 Ranked Firm: Proctor Construction - 239 Total Points.
The Evaluation Committee reviewed the final rankings and voted to shortlist the top three ranked firms to participate in Step Two of the qualifications-based selection process.
The Step Two RFP was issued on June 20, 2023, to the three shortlisted firms. The Step-Two RFP included the Design Criteria package to furnish sufficient information to permit the shortlisted firms to prepare a proposal showcasing their qualifications based on more detailed project information. PMD held an evaluation meeting on August 28, 2023, to discuss the Step Two proposals and individual scores. The Step Two proposals were evaluated on both technical qualifications and price based on the information provided in the Design Criteria Package. The final Step Two scores were announced as follows:
#1 Ranked Firm: Kaufman Lynn Construction, Inc. - 264.53 Total Points.
#2 Ranked Firm: Paul Jacquin & Sons, Inc. - 259.00 Total Points.
#3 Ranked Firm: Charles Perry Partners, Inc. - 236.49 Total Points.
The Evaluation Committee voted to award the RFP to the highest ranked firm, Kaufman Lynn Construction, Inc., and enter into contract negotiations. After negotiations, an agreement was made to accept the proposal from Kaufman Lynn Construction, Inc., in the amount of $924,000.00 for the planning, design, bidding, and permitting phase services.
Financial Information: The funds are appropriated in Road & Bridge CIP Fund / Operations / Buildings (304-4105-562000-00000).
Special Consideration: Multiple GMPs may be presented to Council throughout the design and pre-construction process in order to procure long lead time items and/or commence early release work packages. At the completion of the planning, design, bidding, and permitting services phases, the Contractor will prepare a Guaranteed Maximum Price (GMP) and project schedule, which will be placed on a future Council agenda for approval prior to commencing the construction phase of the project.
