Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Jennifer Davis, CRA Director

2.                     Parties: City of Port St. Lucie (“City”), the Port St. Lucie Governmental Finance Corporation (“GFC”), and the St. Lucie County Fire District (“District”)

3.                     Purpose: The City and GFC desire to allow the District to complete construction of a Lift Station on the Fire Station #20 site in Southern Grove. The Lift Station will benefit the District site as well as sites currently owned by the GFC.

4.                     New/Renewal/Modified: New

5.                     Duration: Completion is anticipated within six hundred seventy (670) days from the Effective Date of the agreement

6.                     Benefits to Port St. Lucie: Consolidating the Lift Station obligations of several sites around the Fire Station #20 provides for a better operating system, limiting need for additional infrastructure.

7.                     Cost to Port St. Lucie (Annual and Potential): The initial cost of the lift station is estimated between $500,000 - $600,000. The District will construct the lift station improvements and seek reimbursement from the GFC, once complete. The GFC has assigned a proportionate share of the cost of the lift station to each of the adjoining / benefitting parcels, and cost recovery will occur upon the closing of those respective parcels.

 

Presentation Information: A brief presentation will be made by staff, if requested.

 

Staff Recommendation: Move that the Council approve the Lift Station Agreement.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Lift Station Agreement.

2.                     Move that the Council not approve and provide staff with additional direction.

 

Background: The District started site work construction of Fire Station #20 along the east side of SW Village Parkway. It was identified early on in the development process that the utility needs of the District for this site, combined with the utility needs for the adjacent parcels to the north of the District site created an opportunity for consolidation of utility infrastructure within these parcels, to serve / benefit the parcels. As such, the District agreed to provide the design and land to accommodate a Lift Station sized appropriately to serve not only its site, but the two adjacent parcels to the north.

 

Issues/Analysis: As this is a Tri-Party Agreement that will require authorization by the GFC, this agenda item is a companion to Agenda Item 2024-616 being presented to the GFC Board on June 24, 2024.

                     

Financial Information: There will be no direct cost to the City of Port St. Lucie for the Lift Station. The initial cost of the lift station is estimated between $500,000 - $600,000. The District’s contribution to the cost will not exceed $50,000. The District will construct the lift station improvements and seek reimbursement from the GFC, once complete. The GFC has assigned a proportionate share of the cost of the lift station to each of the adjoining / benefitting parcels, and cost recovery will occur upon the closing of those respective parcels.

Location of Project: The property is located along the east side of SW Village Parkway, on a parcel legally described as Parcel 2 of Southern Grove Plat No. 40. This is the location of future St. Lucie County Fire District Fire Station #20.
