This is a request to rezone approximately 27.49 acres of land from St. Lucie County AG-5 - Agricultural and 2.40 acres of land from City of Port St. Lucie MPUD to City of Port St. Lucie General Use Zoning (GU).

Executive Summary: This is a city-initiated application to rezone 27.49 acres of city owned land from the zoning designation of St. Lucie County Agricultural-5 (SLC AG-5, one dwelling unit per five acres) and 2.40 acres of city owned land from the zoning designation of City of Port St. Lucie MPUD (Master Planned Unit Development) to the City of Port St. Lucie General Use Zoning District (GU). The subject property is a portion of Southern Grove Plat No. 13, Parcel 25B. There are three separate zoning designations on the subject property as a result of previous applications. This application will rezone the property to GU (General Use) zoning.

Staff Recommendation: Move that the Board recommend approval of the proposed rezoning.

Background: Southern Grove Plat No. 13, Parcel 25B, is a 47.52 acre, more or less, city owned parcel that is located in the Southern Grove DRI. The parcel was deeded to the City of Port St. Lucie by the Tradition Land Company in 2018. The subject property is designated as a future school site and a future park site on Map H, the master development plan for the Southern Grove DRI (Res. 21-R136). Public schools and parks are permitted under the General Use Zoning category.
Issues/Analysis: This application will rezone the portions of the property zoned for agricultural use and MPUD (29.89 acres, more or less) to General Use so that the entire parcel is zoned General Use. Once the property is rezoned, the applicant will need to submit an application for subdivision plat approval to create the school and park parcels. The City has received an application for the proposed park site for a project known as Stars and Stripes Park (P22-195). The application is pending the approval of the rezoning application and the submittal of a subdivision plat application to create the park parcel.
