Staff Recommendation: Move that the Council award Contract 20250164 and enter into a contract with GRSC, Inc for the Duck CT Park Phase 2 Project.

2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.
Background: On January 19, 2021, City Council approved 10 recommendations for the Port St. Lucie High Performance Public Spaces (HPPS) initiative. This included establishing an interdepartmental, interdisciplinary HPPS Team to review pilot projects and ultimately guide the development of Capital Project Charters and Plans. Since that time, the HPPS Team-composed of staff from various City departments-has met regularly to advance these goals. Among the approved initiatives was a directive to initiate the conceptual design of Duck Court Park. The development of neighborhood park sites has remained a priority in the City's Strategic Plan and has also been elevated by residents through the Neighborhood Improvement and Community Engagement (N.I.C.E.) meetings. To support this work, the City entered into a contract with Culpepper & Terpening, Inc. on March 29, 2021, for conceptual design services and gathered public input. Improvements to Duck Court Park "Phase I" were completed in 2022 and included landscaping and irrigation. Phase II design followed and was completed in April 2025. Final construction plans are now complete, and with this agenda item, City Council will consider approving the construction contract to move the project forward.
An E-Bid was issued June 2, 2025, to 425 potential suppliers. There were 22 planholders with 2 proposals being received on July 2, 2025. Of the 2 proposals received, both were deemed responsive.
Issues/Analysis: Staff has reviewed the proposals and finds the proposal from GRSC, Inc., fair and reasonable.
