3. Purpose: To accept the conveyance of real property located at the northwest corner of NW Blanton Boulevard and NW East Torino Parkway for development of Torino Regional Park.

Staff Recommendation: Move that the Council approve the Resolution authorizing the acceptance of a Quit Claim Deed for real property described as Tract F, First Replat in Port St. Lucie Section Forty-Six as Recorded in Plat Book 25, Page 32, of the Public Records of St. Lucie County, Florida from the Port St. Lucie Governmental Finance Corporation.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Resolution.
2. Move that the Council not approve the conveyance and provide staff direction.
Background: In an effort to provide additional land for the development of the Torino Regional Park, the Governmental Finance Corporation (GFC) entered into a Land Swap Agreement (LSA) with Saint Matilda, LLC, whereby the GFC acquired Tract F, First Replat in Port St. Lucie Section Forty-Six and Saint Matilda LLC acquired Lot 2, Southern Grove Plat 46. This LSA helped to mitigate the impact multifamily development may have in and around the Torino neighborhoods, while allowing for additional park land to be assembled with Torino Regional Park and further identified in the Parks and Recreation 10-year Master Plan. Multifamily development within Southern Grove was in line with the Southern Grove Master plan and has the necessary infrastructure in place to support same.
Issues/Analysis: The conveyance of Tract F, First Replat in Port St. Lucie Section Forty-Six allows for additional land to be included in the development of Torino Regional Park.
Financial Information: There is no financial impact.
Special Consideration: This is a companion to Legistar Item 2025-709.
