3. Purpose: Resurfacing of SW Gatlin Blvd. and improvements to the SW Gatlin Blvd. and SW Brighton St. intersection.
4. New/Renewal/Modified: New.
5. Duration: Term of Task Order is one hundred eighty (180) days with no option to renew. Project is scheduled to start August 2026 and finish by February 2027.
6. Benefits to Port St. Lucie: The milling and resurfacing of Gatlin Blvd. is a high-priority project funded through the Half-Cent Sales Tax. The corridor is heavily traveled and improvements to the roadway are needed. To increase safety, improve traffic flow, and to cut down accidents at SW Brighton St., staff recommends the reallocation of unspent funding through Road and Bridge Funds to support this priority. By having the same contractor complete both projects due to their adjacent locations, the project will gain efficiency, allowing for comprehensive roadway management with maintenance of traffic devices.

Background: SW Gatlin Boulevard's pavement has exceeded its life span and is currently exhibiting early signs of failure. The roadway was identified for resurfacing as part of the Half-Cent Sales Tax referendum that went into effect in 2018. Currently, the Pavement Condition Index (PCI) score is the lowest of the multilane high-volume roadways in the city. The intersection of SW Gatlin Blvd. and SW Brighton St. has been identified for improvements based on concerns around safety, raised by the Police Department due to a high number of angled crashes involving drivers going Eastbound, turning left onto SW Brighton Street. Direction was given by the City Manager’s Office to evaluate the intersection, including the potential closure of the median to reduce these incidents to improve safety, which will also consequently reduce disruption to traffic flow caused by accidents. The median closure would allow for an extension of the Eastbound left turn lane allowing for additional stacking capacity for vehicles waiting to turn left onto PSL Blvd. Northbound. These two projects are immediately adjacent to each other and to provide value, both are being planned together utilizing the City’s existing continuing services contract for furnishing and installing asphalt paving.
Issues/Analysis: The resurfacing is a necessity to occur given the PCI score. Additionally, within the same area, the improvements are needed to address the safety concerns. The resurfacing will be accomplished utilizing an existing continuing services contract with a vendor that has proven capable, cooperative, and ready to execute the work. Because the same areas will be impacted, and many of the items for the improvements are also items within the continuing services project, the City will be able to start the projects immediately, benefit from the competitively solicited pricing in the continuing services contract, and make efficient use of work. By combining the two projects and having a single contractor perform the work, value can be realized in both time, coordination, cost, and safety. While the majority of pricing of the requested expenditure is line items contained in the continuing contract ($3,237,059.90), due to the complexity of the work, there are additional line items outside the continuing contract. Therefore, to the extent necessary, staff requests Council approve the project in its entirety under the Task Order, and for the additional items, award the same under City Code of Ordinances, Section 35.08(c), for good cause shown, for the reasons described herein.

Special Consideration: Upon approval, the contractor intends to begin the work immediately by installing signage, temporary traffic control devices and variable Message Boards used to provide notice of the upcoming projects. Public Works will collaborate with Communications and the City Manager’s Office to update businesses and nearby residents on access changes at the SW Brighton Street median, including door-to-door outreach before construction begins.
