3. Purpose: To facilitate the development of a master plan for City Center, consistent with the City of Port St. Lucie’s Strategic Goals and Objectives.
4. New/Renewal/Modified: New
5. Duration: The master plan efforts are estimated to start immediately after approval of the agreement with Treasure Coast Regional Planning Council, and the master plan itself is expected to be complete in 9-12 months. An implementation strategy / timeline for the City Center Master Plan will be produced as part of the scope of work.
6. Benefits to Port St. Lucie: The residential, business and tourist community will benefit from the development of City Center. This area has long been planned as a destination for Port St. Lucie and will help balance the amenities Port St. Lucie has to offer on both sides of the city.
7. Cost to Port St. Lucie (Annual and Potential): The cost for the master planning activities is $141,00. In addition, the City will be securing an economist consultant to assist with reviewing the underlying economic conditions of the site and how those conditions blend with the proposed development plan.

Background: The City of Port St. Lucie recently acquired the twenty-two (22) Securities and Exchange Commission Receiver-held parcels. The City is looking to initiate master planning efforts to include strong public engagement opportunities in developing a successful plan and corresponding implementation strategy.
Issues/Analysis: Before the contemplation of the City acquiring the Receiver-held parcels, the City initiated a Small Area Plan on City Center in 2020, guided by Kimley-Horn. In response to the City’s intention of purchasing the City Center parcels from the Receiver, the City paused the Small Area Plan efforts. At this time, the City intends to engage the Treasure Coast Regional Planning Council to develop a comprehensive plan for the entirety of the City Center parcels, helping to identify the appropriate uses and an implementation strategy that will yield the best return on investment. City Center is envisioned as a multi-year redevelopment project to create a vibrant, walkable destination consisting of retail, restaurant and residential uses, all anchored by the MidFlorida Event Center and Village Square.
Financial Information: The Cost of the Master Plan, as outlined in the Scope of Work, is $141,000. City staff expects additional costs to be associated with the plan once estimates are provided by the financial / economic sub-consultants.
