Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Michelle Fentress, Procurement Contracting Officer II, PMD.

2.                     Parties: City of Port St. Lucie and Hulett Environmental Services.

3.                     Purpose: To provide pest control and custom lawn care to different locations throughout the City.

4.                     New/Renewal/Modified: New and Modified.

5.                     Duration: Initial term: August 1, 2018 through July 31, 2021.  Amendment #6 (Renewal #1): August 1, 2021 through July 31, 2024.  Amendment #12 (Renewal #2): August 1, 2024 through July 31, 2027.

6.                     Benefits to Port St. Lucie: To provide pest control services that will protect the integrity of City properties, by minimizing damage caused by pest infestations, including ants, termites, and rodents.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure for FY 2024-2025 is $60,000.  All future expenditures will be as per approved in the budget.

Staff Recommendation: Move that the Council ratify original contract, Amendments #1 through #19 and approve Amendment #20 to Contract #20180111 for Citywide Pesticide Services with Hulett Environmental Services.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and ratify the original contract, Amendments #1 through #19 and approve Amendment #20 to Contract #20180111.

2.                     Move that the Council not ratify the original contract, Amendments #1 through #19 and not approve Amendment #20 to Contract #20180111 and provide staff with direction.

 

Background: The City has maintained a contract with Hulett since 2018.  This contract is used to provide pest control services for many of the City’s properties, including the City Complex, Parks, Water and Wastewater Plants, etc.  Continued use of this contract will allow pest control services to continue without interruption for the reminder of the contract term.

 

Issues/Analysis: The original contract was below the Council threshold, per City Code of Ordinances, and therefore, did not at first require Council approval.  Adding additional locations has increased the cost and requires Council approval under City Code of Ordinances, Section 35.09(a).  Therefore, staff is requesting Council to ratify the original contract and previously entered Amendments #1 through #19, and approve Amendment #20.  Staff has reviewed the proposal and finds it to be fair and reasonable.

                     

Financial Information: Funds are appropriated in the FY 2024-25 budget for various departmental budgets and cost centers.
