2. Parties: City of Port St. Lucie Utility Systems Department (“USD”)
3. Purpose: The purpose of the Well Site Conveyance Agreement (“Agreement”) is to convey three one-acre (approximate size) sites to the City of Port St. Lucie. Once the City accepts the conveyance of real property, the USD intends to design and build three Floridan wells.

6. Benefits to Port St. Lucie: This Agreement was negotiated between the USD and the Developer for the Developer to convey to the USD three separate one-acre (approximate size) sites. The James E. Anderson Water Treatment Facility (“JEA”) utilizes raw water from the Floridan aquifer for treatment. Floridan wells pull raw water from the Floridan aquifer. Three additional wells will provide redundancy for the JEA well field.
7. Cost to Port St. Lucie (Annual and Potential): The City is not compensating the Developer to acquire this property.

Staff Recommendation: Move that the Council approve the Well Site Conveyance Agreement to convey three one-acre parcels to the City.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Well Site Conveyance Agreement.
2. Move that the Council not approve the Well Site Conveyance Agreement and provide staff with direction.
Background: Developer is the owner of certain real property located south of Midway Road, West of Glades Cut-Off Road within the development known as “Wylder.” The USD worked with the Developer to negotiate the locations and acquisition of one-acre parcels with the intent, after the conveyance, to design and build three Floridan wells. The well sites are necessary to draw raw water from the Floridan aquifer to be treated by the James E. Anderson Reverse Osmosis Water Treatment Facility.
Issues/Analysis: Three additional Floridan wells provide redundancy to the JEA wellfield.
Financial Information: The City is not compensating the Developer for acquisition of these well sites.
Special Consideration: These well sites are necessary to allow the USD to design and construct Floridan wells which pull raw water from the Floridan aquifer to be treated.
Location of Project: The well sites are located in the development known as “Wylder” south of Midway Road and west of I-95.
