1. Prepared by: Shelby Dolan, Procurement Management Division.
2. Parties: City of Port St. Lucie and Green Earth Powerwashing, LLC.
3. Purpose: To provide pressure washing services for our City facilities and grounds.
4. New/Renewal/Modified: New.
5. Duration: The initial term of this contract period was February 05, 2021, through February 04, 2024, with the option to renew for an additional two-year period.
6. Benefits to Port St. Lucie: Various departments will be able to utilize this contract for pressure washing services for city facilities and grounds upkeep.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $500,000. Future expenditures will be appropriated each budget year.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04 (c), good cause shown, and approve participating in the City of West Palm Beach Contract #19-20-Q304 for Pressure Washing Services with Green Earth Powerwashing, LLC.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the City of West Palm Beaches Contract #19-20-Q304.
2. Move that the Council not approve participating in the City of West Palm Beaches Contract #19-20-Q304 and provide staff with direction.
Background: Several City departments use pressure washing services on a regular basis. This contract will allow the departments to request services in a timely manner at a competitive price and maintain all facilities in the City.
Issues/Analysis: Staff has reviewed the contract rates and finds them reasonable, acceptable and it meets all the requirements of the City’s procurement ordinance.
Financial Information: Funds will be appropriated in various department budgets.
