Executive Summary (General Business): To provide the Final Report of the 2020 Florida Legislative Session

 

Presentation Information: Representatives from our lobbying firm, Gray Robinson will present the attached presentation.

 

Staff Recommendation: City staff and representatives from our lobbying firm, Gray Robinson will be present for discussion and is not providing a recommendation at this time.

 

Background: The Florida Legislative Session convened on Tuesday, March 2, 2021 and adjourned on April 30, 2021. City Council approved the State Legislative Program on November 16, 2021. City Manager Blackburn presented the City's Legislative Program to the St. Lucie County Legislative Delegation on January 19, 2021.  Lobbyist Gray Robinson and the City’s Legislative Team advocated for the City’s priorities during the 2021 Legislative Session. 

 

Issues/Analysis: The 2020 Florida Legislature approved a $101.5 billion budget on April 30, 2021. The budget was delivered to the Governor on June 1, 2021, from which he has 15 days to act. Governor Ron DeSantis signed into law the 2021-22 budget (SB 2500) on June 2, 2021 with line-item vetoes totaling $1,507,611,105. Port St. Lucie - St. Lucie River/C-23 Water Quality Restoration Project (Area 4) - Senate #1957 and HB 2127 - was funded in the budget at $1,024,862 (Line 1607A) and survived the veto list. The fiscal year for the state of Florida begins July 1, 2020.

 

The start of the 2022 Legislative Session is Tuesday, January 11, 2022, therefore Committee Weeks start on September 20, 2021.   There will be six (6) committee weeks before the start of the 2022 Legislative Session.  This earlier start results in an advancement of the legislative planning process, including an August 19, 2021 St. Lucie County Legislative Delegation Meeting.
