Executive Summary (General Business): The Public Works Department for the City of Port St. Lucie desires to retain the services of a professional consultant to prepare a study that reviews the existing fees and recommends options for updated fees. These fees identified for the review are the inspection fees, permitting fees, and reinspection of residential and commercial project fees.

Staff Recommendation: Move that the Council approve to start negotiations with the firms shortlisted and ranked by the Evaluation Committee as follows:
1. MGT of America Consulting, LLC
2. Berry, Dunn, McNeil, & Parker, LLC
3. Engineering Design & Construction, Inc.
If City staff is unable to negotiate an acceptable contract with the # 1 ranked firm, approve to continue the process and negotiate with the next highest ranked firm until an acceptable agreement is reached.
Alternate Recommendations:
1. Move that the Council reject RFQu #20190061 and provide staff with direction.
Background: The scope of services includes working with staff and reviewing documentation to prepare a study that provides a tool for understanding the current service levels, the cost and demand for those services. The study will include recommended fee schedule options that are 1) equitable with similar Florida communities, 2) recover actual costs, and 3) recover the total cost of the personnel that provide these services.
In addition, this contract will include scheduled meetings with staff, the City Manager’s Office/Finance, stakeholders, and City Council Meetings to present the findings of the study. Comparative communities should include, but are not limited to, Cape Coral, Clearwater, Coral Springs, Ft Lauderdale, Ft Pierce, Gainesville, Hollywood, Martin County, Miramar, Palm Bay, Pembroke Pines, St Lucie County, Stuart, Tallahassee, and West Palm Beach.
Issues/Analysis: A Request for Qualifications was advertised on DemandStar on April 18, 2019 with a proposal due date of May 16, 2019. During the advertisement period, 1240 suppliers were notified, 12 of those downloaded plans and 4 submitted proposals. On May 30, 2019, the Procurement Management Department held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to interview the top 3 scoring firms on June 6, 2019.
The evaluation committee has reviewed and scored all proposals and the rankings are as follows: (1) MGT of America Consulting, LLC, (2) Berry, Dunn, McNeil, & Parker, LLC, (3) Engineering Design & Construction, Inc. The interviews were based on each firms’ submittal and written responses to project specific questions posed by the committee. The committee has selected MGT of America Consulting, LLC as the top ranked firm because of their overall approach and suitability for this project.
Financial Information: Funds are appropriated in the approved FY 2018-19 budget in the Road & Bridge Fund/Regulatory/Professional Services; NPDES-Stormwater Fund/Street & Drainage/ Professional Services and Stormwater fund/Regulatory/Professional Services (104-4118-531000-00000; 112-4126-531000-00000; 401-4118-531000-00000).
