2. Parties: City of Port St. Lucie and Musco Sports Lighting, LLC.
3. Purpose: To furnish and install lighting.
4. New/Renewal/Modified: New.
5. Duration: The date of execution through June 16, 2027, with an option to renew for three (3) additional one-year extensions expiring on June 16, 2030.
6. Benefits to Port St. Lucie: Allows for lighting to be furnished and installed at various parks.
7. Cost to Port St. Lucie (Annual and Potential): The estimated expenditures for FY 2023/2024 is $5,000,000.00, dependent upon future developments at Tradition and Torino Regional Parks. Future expenditures for projects will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Sourcewell Coop Contract #041123-MSL for Sports Lighting with Musco Sports Lighting, LLC.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Sourcewell Coop Contract #041123-MSL.
2. Move that the Council not approve and provide staff with direction.
Background: The City of Port St. Lucie Parks & Recreation Department currently uses Musco Sports Lighting, LLC, to provide lighting at existing tennis courts and ball fields throughout various parks in the City. In doing so, park visitors are able to enjoy evening play at these sports courts. The Purchasing Policy & Procurement Manuel approved by City Council, has Musco Sports Lighting, LLC, listed as a qualified product. This allows for standardized lighting throughout the parks. This is not a local firm.
Issues/Analysis: Staff has reviewed the Sourcewell Coop Contract and finds that it meets the needs of the City and the requirements of the City’s procurement ordinance.
Financial Information: Funds are available in the General Fund/Parks & Recreation - Parks/Repairs and Maintenance Other (#001-7210-563000-00000) and for the capital improvement project I in the General Fund / Parks & Recreation-Parks / Improvements O/T Buildings (#001-7210-563000-00000).
Special Consideration: Sourcewell is a service cooperative created to provide programs and services to members in the government, education, and non-profit sectors. The statutory purpose is to assist members in meeting specific needs which are more efficiently delivered cooperatively than by an individual entity. Sourcewell is a self-supporting government agency with oversight from a board of publicly elected officials.
