2. Parties: the City of Port St. Lucie and Marlin Engineering, Inc.
3. Purpose: To provide an increase in time and funds for the development of construction plans and permitting of the Hogpen Slough Trail (Boardwalk) and shared use paths identified as a part of the Village Green Corridor Master Plan.
4. New/Renewal/Modified: Modified.
5. Duration: An additional 46 weeks for a new end date of February 27, 2025.
6. Benefits to Port St. Lucie: The design, and ultimately the construction, of the Hogpen Slough Boardwalk Trail will allow users to better connect to the Crosstown Parkway Extension, the Village Green Industrial Area, and Walton through a natural tributary of Evans Creek. Having a project that has been designed and can be considered “shovel-ready” will allow the City to pursue additional grant funding for the construction phase of the project.
7. Cost to Port St. Lucie (Annual and Potential): An additional $103,244.27 for a new Contract total amount of $403,230.35 plus optional services of $74,375.95.

Staff Recommendation: Move that the Council approve amendment #2 to Contract #20220038 to provide an increase in time and funds for the development of construction plans and permitting of Hogpen Slough Trail (Boardwalk) and shared use paths identified as part of the Village Green Corridor Master Plan.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #2 to Contract #20220038.
2. Move that the Council not approve Amendment #2 to Contract #20220038 and provide staff with direction.
Background: Adopted by City Council in July 2021, the Village Green Drive Corridor Master Plan was created for the purpose of stimulating economic development, connecting the community, and creating a safer, more walkable pedestrian and bicycle environment along the Village Green corridor.
As part of the Public and Stakeholder phase of the Master Plan study, public meetings were held and follow up surveys were provided using polling questions form the public meetings. From these results, a 10-question survey was released to the public and an overwhelming 90% of the survey respondents supported the idea of an elevated boardwalk through the Hogpen Slough.
As design of the boardwalk progressed, it was noted that a realignment would be required. At that time a request for additional time was made that would have brought the project end date to 8/30/2024. This request was missed and has been included in this amendment request.
During the design analysis to progress the contract plans for the 90% submittal, it was determined that the Spur 3, connecting the Hogpen Slough to SE Village Green Drive, could not be constructed as shown in the 60% submittal due to lack of right-of-way, and after coordination with the design team, it was decided to change the existing canal to a longitudinal pipe culvert. This requires major drainage to the project and a schedule adjustment is required.
Issues/Analysis: Staff has reviewed the proposed changes described herein and finds them to be fair and reasonable.
Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Streets / Improvements other than Buildings (304-4125-563000-00000).
