Executive Summary (General Business): This amendment to Title III - “Administration,” Chapter 35. Finance; Purchasing of the City Code seeks to establish a comprehensive procurement ordinance which provides more detailed guidelines for purchasing in the City.

 

Presentation Information: Presentation by Nathaniel Rubel, Assistant Procurement Director, estimated at 15-minutes.

 

Staff Recommendation: Move that the Council approve the ordinance amending Title III - “Administration,” Chapter 35. Finance; Purchasing.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the ordinance amending Title III - “Administration,” Chapter 35. Finance; Purchasing.

2.                     Move that the Council not approve the changes to the ordinance and provide staff direction.

 

Background: The original Procurement Ordinance was adopted in 1980.  There have only been minor modifications since its adoption.  These modifications are recommended to establish a modernized, comprehensive procurement ordinance which provides more detailed guidelines for purchasing in the City.  These modifications are recommended with an aim to simplify and streamline purchasing procedures throughout the City, including any and all departments involved in purchasing.  A section for definitions has been provided to define terms regularly used throughout the ordinance and commonly used in the field of public procurement.  The recommended modifications were also made to clarify any ambiguous language in the ordinance.
