Summary Brief (Agreements/Contracts only)
1. Prepared by: Robyn Holder, CPPB (PMD).
2. Parties: City of Port St. Lucie and Felix Civil Construction, LLC.
3. Purpose: To amend the construction services contract for the Floresta Drive Improvements Project Phase 3.
4. New/Renewal/Modified: Modified.
5. Duration: An additional 60 calendar days are needed for a new end date of February 14, 2028.
6. Benefits to Port St. Lucie: The project will complete the construction of Floresta Drive from Crosstown Parkway to Prima Vista Boulevard as a complete street providing bike lanes, sidewalks, traffic calming, streetlights, and landscaping.
7. Cost to Port St. Lucie (Annual and Potential): An additional $808,530.00 is required for this work for a new Contract amount of $51,702,865.18.

Staff Recommendation: Move that the Council ratify Amendment #1 and approve Amendment #2 to Contract #20240082 for the Construction of Floresta Drive Improvements Project Phase 3 with Felix Civil Construction, LLC.
Alternate Recommendations:
1. Move that the Council amend the recommendation and ratify Amendment #1 and approve Amendment #2 to Contract #20240082.
2. Move that the Council not ratify Amendment #1 nor approve Amendment #2 and provide staff with direction.
Background: Improvements to the Floresta Drive corridor were a priority for the City Council and at the 2017 Summer Retreat, Council directed staff to model the corridor, from a traffic standpoint, for both a 2-lane and 4-lane roadway section. The new modeling was performed, and included it the new Crosstown Parkway Extension Project connection to U.S. Highway 1 at Village Green Drive.
1. Amendment #1 was for a Right-of-Entry Agreement for the Contractor to use City property as a construction storage site during construction. This did not require Council approval.
2. Amendment #2 includes several change orders as follows:
a. COR# 002 for added vibration monitoring at D-11 Outfall. This item is needed because the bid plans called for monitoring of 4 locations, but the plans were revised, adding 2 additional locations for monitoring. See COR# 002 and associated backup for further details.
b. COR# 003 for changing tapping sleeves and gate valves to connection to existing main. The tapping sleeves and valves are being eliminated where possible at the request of PSLUSD. See COR# 003 and associated backup for further details.
c. COR# 006 for Prima Vista lighting spread footer redesign. This item is needed due to the increased size of the redesigned footings that result in additional cost. See COR# 006 and associate backup for further details.
d. COR# 007 for pre-form sheeting at D-11 outfall. This item is needed due to added work and costs needed to perform the existing material for the sheet pile installation to prevent exceeding maximum vibration readings at the adjacent properties. See COR# 007 and associated backup for further details.
e. COR# 008 for changing tapping sleeves and valves to connect to existing low-pressure force main. The tapping sleeves and valves are being eliminated where possible at the request of PSLUSD. See COR# 008 and associated backup for further details.
f. COR# 009 for Arton Lane Drainage and Water Main Changes/Additions. 57 Days. This item is needed due to extensive redesign of the drainage system that also requires relocation of the water main and reconstruction of the roadway at the same area of Arton Lane. The drainage system was redesigned with a revised alignment along Arton Lane because a Right-of-Entry Agreement could not be executed with the property owner adjacent to the existing easement and the large diameter drainage pipe could not be installed without impacting the private property. g. COR# 011 for side street culvert extensions and modifications. This item provides payment for extension of culverts to the roadway drainage system to eliminate deep swales at the side street connections to Floresta Drive for aesthetics, safety and reduced maintenance. This change is in line with what was approved on the previous phases of the Floresta Drive project. See COR# 011 and associated backup for further details.
h. Weather/Holiday Days 5/13/25, 5/26/25, 7/4/25. This covers all time impacts through August 2025.
Issues/Analysis: Staff has reviewed the proposal and find it to be fair and reasonable.
Financial Information: Funds are appropriated in various accounts. 1) Half Cent Sales Tax / Roadways / Professional Services (#310-4105-568813-00000); 2) Storm Water / Drainage / Infrastructure / Water Quality (#401-4126-568812-Y1514); 3) Utility CIP / Water PM / Improvements O/T Building (#448-3316-563000-00000).
