2.                     Parties: City of Port St. Lucie and American Bicycle Association (USA BMX)

3.                     Purpose: To approve the USA BMX Affiliation and Sanction Agreement allowing the City of Port St. Lucie to operate a USA BMX sanctioned racetrack at Tradition Regional Park. The agreement enables the City to host official USA BMX sanctioned races, award national ranking points, and participate in USA BMX regional and national programming.

6.                     Benefits to Port St. Lucie: Approval of the sanction agreement allows the City’s BMX facility at Tradition Regional Park to operate as an officially sanctioned USA BMX track. This designation enables the City to host sanctioned races, regional competitions, and national events that attract riders and families from across Florida and beyond. The partnership with USA BMX also provides access to national marketing programs, official event sanctioning, rider point tracking, and operational guidance. These opportunities support youth programming, bicycle safety education, sports tourism, and economic activity while reinforcing Port St. Lucie’s growing role in Florida’s sports and recreation economy.

7.                     Cost to Port St. Lucie (Annual and Potential): Costs associated with USA BMX sanctioning, membership, and event operations will be incorporated into the Parks and Recreation Department’s annual operating budget for the BMX facility.

Staff Recommendation: Move that Council approve the USA BMX Affiliation and Sanction Agreement and authorize the City Manager to execute the agreement on behalf of the City for the BMX facility at Tradition Regional Park.

 

Alternate Recommendations:

1.                     Move that Council amend the recommendation and  approve the resolution.

2.                     Move that Council not approve the resolution and provide staff with direction.

 

Background: The City of Port St. Lucie is nearing completion of a USA BMX-sanctioned adaptive racetrack, pump track, and bicycle safety training facility at Tradition Regional Park, the City’s first regional park. The facility has been designed to meet the specifications required for official USA BMX sanctioned competition and programming.

 

USA BMX, the world’s largest youth cycling organization, provides sanctioning for BMX tracks across the United States. Through the Affiliation and Sanction Agreement, USA BMX authorizes the City to operate sanctioned BMX racing events and award official USA BMX points to participating riders.

 

Maintaining USA BMX sanctioning is essential for the facility to host official races and participate in programs such as the Gold Cup and State Championship series. Sanctioning also provides access to operational guidance, national promotion, rider point tracking, and event sanctioning services that support successful track operations.

 

Approval of this agreement will allow the City to formally establish the partnership with USA BMX and begin hosting sanctioned BMX events once the facility opens to the public.

 

Issues/Analysis: Staff reviewed the USA BMX Affiliation and Sanction Agreement and determined that the partnership supports the City’s goals for youth recreation, bicycle safety education, and sports tourism. The agreement establishes the operational framework required for the City to host sanctioned BMX events and participate in national USA BMX programming.

                     

Financial Information: Operational costs related to sanctioning and event programming will be incorporated into the Parks and Recreation Department’s operating budget for the BMX facility at Tradition Regional Park.

 

Special Consideration: USA BMX sanctioning is required in order for the facility to host official BMX racing events and participate in national USA BMX programs.
