Executive Summary (General Business): Two of the City’s qualifying non-profit organizations have informed The Saints Golf Course of their desire to hold a golf tournament in 2024 per Management Directed Policy #22-01md. The policy provides the opportunity for the City Council to waive tournament fees and grant approval for two organizations to hold a “No-Charge” golf tournament at The Saints Golf Course in 2024. The two non-profit organizations who have informed The Saints Golf Course of their desire to hold tournaments in 2024 are the St. Lucie County Humane Society and the Port St. Lucie Police Athletic League. Per the policy, an organization awarded a tournament must take a two-year hiatus from the last City Council-approved tournament before again becoming eligible. The City Council may make an exception to this provision should a tournament opportunity exist due to no other qualifying organization submitting a request for consideration.

Staff Recommendation: Move that the Council allow the St. Lucie County Humane Society and the Port St. Lucie Police Athletic League to both hold a “No-Charge” golf tournament at The Saints Golf Course in 2024 per policy #22-01md. This determination is made with the understanding that the St. Lucie County Humane Society held a previous “No-Charge” golf tournament at The Saints Golf Course in 2022, yet they would be allowed to hold a “No-Charge” golf tournament in 2024, due to no other qualifying organization submitting a request for consideration.
Alternate Recommendations: Move that the City Council reject the list of eligible organizations and provide staff direction.
Background: On May 26, 2022, the City Manager’s Office informed City Council of a new Management Directed Policy #22-01md, “City Council Authorized Golf Tournaments,” that allows the City of Port St. Lucie Parks & Recreation Department (PSLPRD) to host up to two “No-Charge” golf tournaments annually at The Saints Golf Course to benefit partners of the City of Port St. Lucie. These two “No-Charge” golf tournaments will be limited to the waiver of green fees only (including cart). Other tournament fees and charges would apply per the policy. Tournaments would be hosted only during the months of June through October.
