Summary Brief (Agreements/Contracts only).

1.                     Prepared by: India Barr, (PMD).

2.                     Parties: City of Port St. Lucie and Hinterland Group, LLC.

3.                     Purpose: The objective of this project is to rehabilitate deteriorating stormwater infrastructure throughout the City of Port St. Lucie (“City”). By addressing failing stormwater pipes, the initiative aims to restore system integrity, improve drainage efficiency, and reduce the risk of flooding and environmental damage. This proactive approach supports the City’s commitment to maintaining resilient public infrastructure and safeguarding community health and property.

4.                     New/Renewal/Modified: New.

5.                     Duration: This contract shall remain in full force and effect through and including September 30, 2026, with option to renew for two (2) additional one-year terms, at the same prices, terms, and conditions, by mutual consent.

6.                     Benefits to the City: This project will significantly extend the functional lifespan of the City’s aging stormwater infrastructure-adding an estimated 50 years or more to the service life of rehabilitated pipes. By proactively addressing deterioration, the City will reduce the frequency and cost of emergency repairs, improve system reliability, and enhance resilience against flooding and environmental impacts.

7.                     Cost to the City (Annual and Potential): Estimated annual expenditure is $1,000,000.00.  Future expenditures will be appropriated in each fiscal year.

Staff Recommendation: Move that the Council approve, per Code Section 35.08(a)(9)(b),  participating in Charlotte County Agreement # 20250439 for Rehabilitation of existing Stormwater Sewer Pipes with Hinterland Group, LLC.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in Charlotte County Agreement # 20250439 for Rehabilitation of existing Stormwater Sewer Pipes with Hinterland Group, LLC.

2.                     Move that the Council not approve participating in the Charlotte County Agreement and provide staff with direction.

 

Background:   As the City has been aging the underground infrastructure has been breaking down. With more people moving in along with the expansion of more homes and shopping centers being built this causes a considerable amount of wear and tear on the storm drain system. With this type of breakdown, the City would normally need to close roads and re-route traffic to remove and replace the failed pipes. By contracting with a company that uses a technique to repair the failing pipes in place, there will not be a need to close roads and re-route traffic because of road-cuts, which is an added cost and a burden to residents.

 

Issues/Analysis: Over the course of multiple projects, the City has received proposals from various pipe lining contractors. In each instance, Hinterland Group has consistently submitted the lowest bid while meeting all technical and performance requirements. Their pricing has remained competitive across different scopes of work, demonstrating a reliable pattern of cost efficiency. Based on historical data and proven performance, Hinterland Group continues to represent the best value for the City by delivering quality services at the most economical rate.
