Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB.

2.                     Parties: City of Port St. Lucie and Halley Engineering Contractors, Inc.

3.                     Purpose: To detain stormwater in the basin for a longer time allowing nutrient uptake by aquatic plants, thus cleaning the stormwater before it enters the North Fork of the St. Lucie River.

4.                     New/Renewal/Modified: New.

5.                     Duration: 360 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: Provides cleaner discharges of stormwater from the drainage basins to the North Fork of the St. Lucie River thereby helping the City reach its Total Maximum Daily Load/Basin Action Management Plan (TMDL/BMAP) goals as required by the Florida Department of Environmental Protection (FDEP).

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $1,899,550.

Staff Recommendation: Move that the Council award Contract #20200113 and enter a unit price contract with Halley Engineering Contractors, Inc. for the construction of the Sagamore Stormwater Treatment Areas - East & West.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20200113.

2.                     Move that the Council not approve Contract #20200113 and provide staff with direction.

 

Background: The Sagamore Drainage Basin has been identified as a “hot spot” for nutrients and bacteria in the City by the Florida Atlantic University/Harbor Branch Oceanographic Institute (FAU/HBOI) Microbial Source Tracking (MST) Study. City Council directed staff to perform water quality projects in this drainage basin.

 

An E-Bid was issued on October 14, 2020 to 1,014 potential suppliers. There were 65 plan holders with 15 proposals being received of which 5 were deemed non-responsive. 

 

Issues/Analysis: Staff has reviewed the responsive proposals and finds that Halley Engineering Contractors, Inc. provides the lowest responsive responsible proposal. This project is partially funded by the Florida Department of Environmental Protection (FDEP) which requires the bid be awarded to the lowest responsive responsible bidder. Halley Engineering Contractors, Inc. is not a local vendor.

                     

Financial Information: By awarding this contract, City Council is approving a future Budget Amendment for $2,000,000 in order to cover all the costs associated with the construction of this unbudgeted project. Once the Budget Amendment has been approved funds will be allocated to the Storm Water Fund / Drainage / Improvements O/T Building / Water Quality Projects (#401-4126-563000-Y1514).

 

Special Consideration: The Florida Department of Environmental Protection (FDEP) is providing partial Grant funding in the amount of $838,230. The City has also received funding in the amount of $1,051,770 from an Indian River Lagoon Water Quality Grant through FDEP.
