Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Florida Department of Environmental Protection (FDEP).

2.                     Parties: City of Port St. Lucie and FDEP.

3.                     Purpose: To extend the expiration date to December 31, 2026.

4.                     New/Renewal/Modified: Modified.

5.                     Duration: The amended agreement for reimbursement on work being performed on or after the date of execution has been revised and extended through December 31, 2026.

6.                     Benefits to Port St. Lucie: Enhanced water quality and Public Safety.

7.                     Cost to Port St. Lucie (Annual and Potential): The Agreement requires at least a 50% match on the part of the City. Therefore, the City is responsible for providing $2,000,000 through cash or third party in-kind towards the project funded under this Agreement.

Staff Recommendation: Move that the Council authorize the City Manager or his designee to enter and execute Amendment 2 to Grant Agreement 22SRP12 and any future amendments to same, so long as such amendments do not create additional obligations on the part of the City.

 

Alternate Recommendations:

1.                     Move that the Council not approve the City Manager or his designee to execute Amendment 2 to Grant Agreement 22SRP12 and provide staff direction.

 

Background: The City of Port St. Lucie was awarded a grant from the State of Florida Department of Environmental Protection totaling $2,000,000 with a Grantee match of $2,000,000 for a total amount of funding, plus grantee match, of $4,000,000. The funds will be utilized for retainage of CEI to oversee the design/build construction of critical structure improvements, including the replacement of three existing water control structures, upgrading culverts and risers, replacing gates, ancillary grading, installing fiber optic connections to SCADA for Watersheds A and B in Port St. Lucie.

 

Issues/Analysis: A project scope and schedule are detailed in Amendment No. 2 to Grant Agreement 22SRP12.

                     

Financial Information: Proposed is the City to match the $2,000,000 using an ARPA grant match in the amount of $1,058,691 and the remaining balance of $941,309 to come from the General Fund.

 

Special Consideration: These improvements will allow the City to remotely observe and operate critical facilities within the largest stormwater basin of the City. Additionally, they can also be programmed to operate automatically in times of emergency such as before and after hurricane events.

 

Location of Project: Locations are identified in Amendment No. 2 to Grant Agreement 22SRP12.
