Executive Summary (General Business): In accordance with City Council Directed Policy # 19-04ccd, a Port St. Lucie resident has requested to place a memorial plaque on a City-owned bench located near the southeast corner of the intersection of Sandia Avenue and SE Crosstown Parkway, in honor of Jennifer “Jenn” DuBey, formerly the Director of Business Development with the Economic Development Council of St. Lucie County who passed away in September 2023.

Staff Recommendation: Move that the Council approves the request.

Background: In late August 2023, Jennifer “Jenn” DuBey was involved in an automobile accident along SE Crosstown Parkway near Sandia Avenue. In September 2023, Ms. DuBey succumbed to her injuries. As the Director of Business Development for the St. Lucie County Economic Development Council (EDC), Ms. DuBey played an integral role in the attraction and expansion of major employers to Port St. Lucie. She promoted careers in manufacturing and skilled trades and devoted countless hours to programs that introduced young people to high-paying, sustainable and essential careers in manufacturing, logistics and skilled trades. From industry familiarization tours for high school counselors to the EDC’s Ready-To-Work Manufacturing Boot Camps, Ms. DuBey poured her passion into programs to help young people explore technical and trade career opportunities. In her honor, the EDC established the Jenn DuBey Career and Technical Education Scholarship Fund through a Community Foundation.

 

Since her passing, a Port St. Lucie resident requested to place a memorial plaque for Ms. DuBey on a City-owned bench located near the intersection of Sandia Avenue and SE Crosstown Parkway; City staff supports this request. The memorial plaque would consist of a 6-inch by 2-inch plaque placed on a City-owned bench. In accordance with City Council Directed Policy #19-04ccd, City staff would appreciate approval to coordinate with the Port St. Lucie resident for the installation of the memorial plaque for Ms. DuBey.

Financial Information: The Port St. Lucie resident would purchase the memorial plaque, and the Public Works Department would install the memorial plaque and assume the minimal annual maintenance costs associated thereto.

 

Special Consideration: N/A

 

Location of Project: The City-owned bench is located near the southeast corner of the intersection of Sandia Avenue and SE Crosstown Parkway.
