Executive Summary (General Business): Proposed by artist David Kane, the applicant seeks approval for an on-site, large-scale sculpture to fulfill public art requirements.

 

Presentation Information: The applicant and/or artist will provide a presentation.

 

Staff Recommendation: Move that the Board review and discuss the application and recommend approval of the proposed public art installation.

 

Alternate Recommendations:

1.                     Move that the Board amend the motion and forward a recommendation of approval to the City Council.

2.                     Move that the Board forward a recommendation of denial to the City Council regarding the proposed public art installation.

 

Background: All private development meeting the applicability requirements of the City’s public art ordinance is subject to a public art assessment of one percent of the total dollar amount of a project’s total construction costs.  The public art assessment is capped at $100,000.  In general, there are four methods available for development projects to satisfy the City’s public art requirements.  The first option is to provide artwork on site.  The second option is to pay a fee in lieu, and the third option is a combination of the two.  The fourth option is an Alternative Equivalent Proposal, which allows a developer to apply to combine the public art assessment for multiple projects into one larger work of art in lieu of several small works of art. 

The applicant has selected Option 1 and proposes to provide on-site artwork.

 

Issues/Analysis: This proposal offers a large-scale, three-dimensional sculpture inspired by the Import Mex brand identity and the piece features vibrant colors drawn from the Import Mex palette. Import Mex is a wholesale distributor of Mexican and Central American food products and groceries. The approximately 8-foot, faceted steel form transforms the company’s visual mark into a bold, abstract public artwork. Designed to reflect light and shadow throughout the day, The sculpture symbolizes movement, connection, and community, serving as a lasting cultural landmark.

Dimensions: 7.5 ft x 7.5 ft x 6 ft

Material: Corten Steel body with stainless reinforcement where required

Finish: High-durability liquid paint, with colorful pattern inspired by the Import Mex palette

                     

Financial Information: The applicant has selected the first option, to provide artwork on site. The project’s estimated cost of construction is $29,655,902. The agreed-upon cost of the artwork is $141,587.

 

Special Consideration: The maintenance of the artwork is the responsibility of the property owner.

 

Location of Project: 11839 SW Tom Mackie Blvd, generally located west of I-95 and south of SW Discovery Way
