Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and: (1) Bentley Group, Inc., (2) Forefront Architecture & Engineering, and (3) Graef-USA, Inc.
3. Purpose: The City of Port St. Lucie requires engineering services for structural engineering on an as needed basis.
4. New/Renewal/Modified: New.
5. Duration: These contracts will each be for three (3) years with two (2), one-year options to renew.
6. Benefits to Port St. Lucie: High quality infrastructure & facilities providing safe routes of travel for residents and visitors of Port St. Lucie.
7. Cost to Port St. Lucie (Annual and Potential): Funds are budgeted in various accounts and will be allocated as projects are assigned.

Staff Recommendation: Move that the Council award Contract #20240153 to the three top ranked firms: Bentley Group, Inc., Forefront Architecture & Engineering, and Graef-USA, Inc.
Alternate Recommendations:
1. Move that the Council reject the recommended award(s) and provide staff with direction.
2. Move that the Council reject all proposals and provide staff with direction to re-solicit or cancel the Request for Proposals.
Background: FDOT provides structural inspections of the City’s bridges biannually, and the inspection reports are provided to the City for use in planning and maintenance. The City, as the owner of the facilities, must acknowledge receipt of the reports and plan accordingly. To efficiently plan for repairs and maintenance, a consultant specializing in structural design and inspections is utilized to review the reports, provide third party inspection, and compile a report outlining repair priorities based on requirements outlined in the National Bridge Inspection Standards and FDOT Standards. Through this process, if major repairs are noted, the structural consultant may also provide design, construction inspection, and additional services.
The City also has a variety of needs which require various other structural engineering services. The engineering firms under the continuing services Contract may perform other tasks that include, but are not limited to: structural design, forensic engineering studies, condition/building assessments, structural engineering reports and recommendations, bid evaluation, permitting assistance, various inspections, and as-built drawings.
An RFP for qualifications was issued in accordance with Section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) on October 7, 2024, to 790 potential applicants. There were six (6) proposals received on October 31, 2024. The Evaluation Committee voted to enter into contract negotiations with the top three ranked firms:
#1 Ranked Firm with a final score of 4,393.50 - Forefront Architecture & Engineering
#2 Ranked Firm with a final score of 4,331.50 - Bentley Group, Inc.
#3 Ranked Firm with a final score of 4,304.50 - Graef-USA, Inc.
Issues/Analysis: Staff has reviewed the rates submitted and finds that the fees submitted are fair and reasonable. Each firm has submitted a firm-executed contract for City Council approval. Staff recommends awarding to all qualified firms.
Financial Information: The funds are budgeted in various accounts and will be allocated as projects are assigned.
