2. Parties: City of Port St. Lucie and CONSOR Engineers, LLC.
3. Purpose: To provide an increase in funding to the CEI & GEO contract to align the CEI & GEO contract with the construction contract.
4. New/Renewal/Modified: Modified.
5. Duration: no additional time is required.
6. Benefits to Port St. Lucie: The construction will provide additional intersection capacity, accessible multi-use pathways, pedestrian lighting, underground drainage and upgraded water and sanitary facilities.
7. Cost to Port St. Lucie (Annual and Potential): An additional $743,809.50 to the original contracted amount of $959,795.00 for a new contract amount of $1,703,604.50.

Staff Recommendation: Move that the Council approve Amendments #1 & #2 to Contract #20210032 for the CEI & GEO Services for the Port St. Lucie Blvd. North Project with CONSOR Engineers, LLC.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendments #1 & #2 to Contract #20210032.
2. Move that the Council not approve Amendments #1 & #2 to Contract #20210032 and provide staff with direction.
Background: The CEI & GEO contract was originally approved for a period of 500 calendar days between April 29, 2021 to September 11, 2022, which allowed the CEI to provide a constructability review of the project plans and offer comments and cost savings initiatives prior to the start of construction. The Construction contract was originally estimated to be 365 calendar days in length, but then due to procurement concerns and construction timeframe concerns raised by potential bidders, the construction contract length was extended to a length of 540 calendar days between September 27, 2021 to March 21, 2023, prior to bid opening. To address the shortfall in CEI contract time, an Amendment was previously approved adding 365 calendar days to the CEI & GEO contract however, no additional funds were requested at that time. Additionally, over the course of construction, days have been granted due to weather and additional material procurement delays resulting on a current construction contract end date of July 1, 2023.
Issues/Analysis: Staff has reviewed the Amendment and recommends approval to add the additional funds necessary to complete the project.
Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Traffic / Improvements O/T Building (#304-4121-563000-00000).

Location of Project: Port St. Lucie Blvd. west of the Gatlin Blvd. & Paar Drive intersection.
