Staff Recommendation: Move that the Council approve the Resolution clarifying the intended use of CIP funds for the Torino Regional Park Project in connection with the RTP grant application.

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the Resolution for the use of CIP funds for the Torino Regional Park Project.

2.                     Move that the Council not approve the RTP Grant Resolution for the Torino Regional Park Trail Expansion Project Resolution and provide staff direction.

 

Background: The City of Port St. Lucie has an approved Capital Improvement Plan (CIP) for Fiscal Years 2026 through 2035, as adopted by Ordinance 25-50 and Resolution 25-R47, which includes funding for the Torino Regional Park project (Project No. 22PR007P). Phase II of the project is intended to add new amenities that build upon Phase I and advance the long-term vision for the park, as outlined in the 10-Year Parks & Recreation Master Plan. The city is pursuing grant funding through the Florida Department of Environmental Protection’s Recreational Trails Program (RTP) for trail improvements within the park. This Resolution clarifies that previously approved CIP funding used for the recreational trail improvements, consistent with the overall project scope and in support of the RTP application.

 

Issues/Analysis: Approval of this Resolution provides necessary clarification that CIP funding allocated for Phase II amenities can be applied toward trail improvements. This ensures consistency with the project’s intended scope and strengthens the City’s position in seeking RTP grant funding. The clarification does not modify the total approved funding but affirms its applicability to trail-related enhancements.

 

                     

Financial Information: The total estimated project cost is $700,000, with $350,000 requested through the RTP grant and a $350,000 City match funded through the approved FY28 Capital Improvement Program budget. The city will be responsible for any costs exceeding the grant award.
