3.                     Purpose: To connect two (2) sites along Glades Cut-Off Road.

4.                     New/Renewal/Modified: New.

5.                     Duration: 90 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: Connect the new F-19 Floridan well to the existing F-17 Floridan well.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $599,887.75.

Staff Recommendation: Move that the Council award Contract #20210123 and enter into a unit price contract with Felix Associates of Florida, Inc. in the amount of $599,887.75 which includes the base bid amount of $248,456.75 plus bid alternate #2 in the amount of $351,431.00 for a total of $599,887.75.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20210123 with Felix Associates of Florida, Inc.

2.                     Move that the Council not approve Contract #20210123 and provide staff with direction.

 

Background: The proposed F-19 Raw Water Main project consists of the installation of 2,500 lineal feet of 16-inch fusible PVC pipe via horizontal directional drilling. The proposed pipe will connect two (2) sites along Glades Cut-Off Road, starting at the future site of the F-19 Floridan well south of I-95 and ending at the existing F-17 Floridan well north of I-95. The scope of work includes the installation itself plus site clearing and grubbing, the connections to each end of the installation, any needed fittings and appurtenances, restoration of sidewalks and sod as necessary, fencing to secure the site in the future driveway leading into and within the site. Alternate #2 replaces the 16-inch fusible PVC with 18-inch fusible HDPE that was offered to the bidding entities due to nationwide pipe shortages.

 

An E-Bid was issued on November 23, 2021, to 1,542 potential suppliers. There were 35 holders with 8 proposals being received on January 19, 2022. One proposal was deemed non-responsive,

 

Issues/Analysis: Staff has reviewed the proposals and find that Felix Associates of Florida, Inc. provides the best value to the City. Felix Associates of Florida, Inc. has performed numerous successful projects for the City over the past 20 years.

                     

Financial Information: Funds are appropriated in the Utility CIP Fund / JEA Plant / Improvements O/T Building (#448-3312-563000-00000).
