3. Purpose: To provide 100% construction plans for a permanent diesel generator at the Prineville Water Treatment Facility (“Prineville”).
4. New/Renewal/Modified: New.
5. Duration: 365 calendar days with no option to renew.
6. Benefits to Port St. Lucie: To provide a backup power system to Prineville in the event of an FPL power loss which may be caused by a hurricane or other natural disaster.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense estimated to cost $166,560.00.

Staff Recommendation: Move that the Council award Contract #20240039 for Professional Design Service for a New Diesel Generator at Prineville.

1. Move that the Council reject the recommended proposal.
2. Move that the Council reject all proposals and provide staff with direction.
Background: The City desires to replace a generator at the Prineville Water Treatment Facility (referred to as the “Lime Plant Generator”) to provide adequate back-up power to support this critical facility. The scope of work includes an automatic transfer switch (ATS), concrete pad, fuel tank, fuel lines, and upgraded conduit and wire (“Project”).
The Request For Proposal was issued in accordance with Section 287.55, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA) on April 2, 2024, to 1566 potential consultants. The City received four proposals on May 13, 2024. PMD held the first evaluation meeting on July 8, 2024, to review and discuss the proposals and individual scores and determine a short list. The Evaluation Committee selected and voted to move all four firms forward to the short list. The firms were invited to a second evaluation meeting held on July 26, 2024, to make presentations and to answer more detailed questions regarding the Project. The Evaluation Committee reviewed the scores and adjusted accordingly. The final scores were announced as follows:

#2 Ranked Firm: Holtz Consulting Engineers, Inc. 915.41
#3 Ranked Firm: H2M Architects & Engineers, Inc. 893.74
#4 Ranked Firm: Kimley-Horn and Associates, Inc. 885.83
PMD began negotiations with the top ranked firm, TLC Engineering Solutions, Inc. After the negotiations, an agreement was made to accept the proposal of $166,560.00.
Issues/Analysis: Staff has reviewed the final proposal and find that the fees are fair and reasonable.
Financial Information: Fund are appropriated in the Utility CIP Fund/Water Plant/Improvement (448-3310-563000-22USD002P. The Project is partially funded through the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP).
Special Consideration: The project is partially funded through the FEMA HMGP which requires the Consultant to follow all applicable federal, state, and local rules and regulations, including 2 C.F.R. Part 200.318 through 200.326.
Location of Project: Prineville Water Treatment Facility.
